ANNUAL SALARY RANGE

$48,484 to $64,964

Summary

Ensures compliance with local, state, and federal regulations for OHFA's Housing Development Programs as assigned by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Program Knowledge:

Construction Inspectors must demonstrate competence in construction observation and project documentation. Responsible for attending various training courses, seminars, certification classes, and other opportunities to increase knowledge of the technical and practical aspects of the programs assigned.

Program Duties:

Inspects new and existing residential and commercial construction and/or properties for conformance to construction codes, regulations, plans, specifications, and standards.

Schedules inspections and inspects the work according to the required frequency.

Reviews plans, maps, specifications, materials testing lab reports, contracts, and other documents to ensure conformance with federal, state, county, and industry codes and regulations.

Identify and act on any site, contractual, and regulatory infractions for safety, security, operational efficiency, or customer convenience.

Note any required changes and follow up promptly with program participants/owners who have compliance issues to correct.

Maintains a log of inspections performed; contributes data and information for various reporting; prepares periodic and special reports as required.

Report any non-compliance issues to the required federal and/or state authority and any other reporting as needed.

Notify appropriate Housing Development Staff of compliance issues and progress toward close out.

Program Responsibilities:

Coordinate and monitor testing activities, reports, corrective actions, and/or manufacturer's approvals for installed materials and/or equipment to ensure the utilization of materials capable of yielding durable finished products.

Establish and maintain productive relationships with contractors and supervisors to ensure that materials are properly handled and applied.

Reviews non-structural construction plans for compliance with Federal, State, and local building, plumbing, mechanical, and electrical codes.

Conducts reviews of all construction permit submittal applications, which can include, but are not limited to, site-specific written safety plans for all construction projects.

Review and understand the contract and construction drawings and specifications, RFIs, PCOs, manuals, and testing procedures to prepare for inspections.

Monitor and report on Health and Safety incidents or concerns on-site.

Inspect safety aspects of jobs in progress, such as trench safety and traffic control; work to ensure that staff and contractors comply with applicable safety rules and regulations.

Maintain relationships with local regulators, perform efficient work independently or as part of a team, and comply with client protection and safety/operating rules in the discharge and performance of field duties.

EDUCATION And/or EXPERIENCE

Bachelor's degree from a four-year college or university in Construction, Civil engineering, Construction Management, Civil Engineering Technology, Construction Engineering Technology, or Construction technology; or four years of experience as a property inspector or in a related role; or an equivalent combination of education and experience.

CERTIFICATES, LICENSES, REGISTRATIONS

Valid driver's license

Must be bondable

Program-specific certification must be obtained by passing any applicable exam within one year of employment.

OSHA certification preferred.

Ability to gain or retain certifications in asphalt, Concrete, Erosion Control, Foundations, and Earthwork inspection.

Must have reliable transportation that can be used for state-wide travel. Employees are eligible for mileage reimbursement.

This position has been identified as “Safety-sensitive.” “Safety-sensitive”- Is defined to mean any job that includes tasks or duties that the employer reasonably believes could affect the safety and health of the employee performing the task or others. Such positions will be subject to increased oversight as allowed by 63 O.S.

  • 427.8(k). These positions will be subject to drug screening in accordance with the drug testing policy of the OHFA Employee Handbook

This is not a remote or telework position.
