Corrections Advisor

Overview:

The Corrections Advisor provides support, assist and advises client and local Government in current efforts to implement a Corrections Accreditation Program. This includes developing and implementing policies and practices for correctional facilities.

This position is located in Costa Rica

This position is contingent upon contract award.

Primary Responsibilities:

  • Duties might include conducting audits of correctional facilities.
  • Establish professional contacts, and methods of maintaining them, at appropriate levels within the Local Government, and with non-governmental organization (NGO) partners.
  • Serve as an advisory resource for INL and in the field on specific aspects of the planning and implementation of ongoing corrections assistance programs.
  • Monitors and evaluates the progress of all related efforts to ensure compliance with relevant terms and conditions.
  • Provide insight and advice to ensure that rigorous monitoring of approved activities is exercised on an ongoing basis.
  • Recommends approval, as required, for deviations from approved plans, schedules, and scopes of work based on the progress of related initiatives and the political environment.

Education and/or Experience:

  • Bachelor’s or higher degree from an accredited college or university in any field with preference given to degrees in criminal justice, social sciences, accounting, or communications.
  • Rank of associate/deputy warden (or equivalent or higher), graduate of a U.S. federal or state corrections or probation officer academy certified by a POST commission or equivalent, and of at least 120 hours in length .
  • Three (3) years of managerial and supervisory experience as a Deputy Warden or Warden (or equivalent);
  • Two (2) years of experience working on international corrections issues preferred, working overseas preferred.
  • Experience working or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice, Defense, DEA and/or USAID) preferred.
  • Experience working with law enforcement in Central and South America.
  • Individual must have a demonstrated track record of accomplishment in the specific Subject matter requested
  • Demonstrated experience in drafting and authoring weekly, monthly and quarterly reports.
  • Experience briefing in Spanish and English.

Knowledge, Skills, and Abilities:

  • Proficiency in Spanish and English.
  • Working knowledge of managing program resources, project planning, analysis, design, implementation, monitoring, and evaluation.
  • Knowledge and experience in law enforcement environment.
  • Strong analytical, communication and inter-personal skills.
  • Ability to work well with others.
  • Proficient with Microsoft Suite of products including Word, Excel, Access and E-mail business software.

Certificates, Licenses, Registrations:

Language – Foreign Service Institute (FSI) level 3/3 Spanish, English level 3/3.

Security Clearance:

  • If U.S. citizen - Must be able to successfully complete a U.S. government administered investigation for an MRPT (Moderate Risk Public Trust). Must be able to maintain MRPT eligibility.
  • If Third Country National or Local National, must be able to successfully complete a background check through the RSO/U.S. Embassy (Regional Security Office)

Physical Demands:

Must be able to physically and medically perform in the assigned place and in challenging environments. While performing the duties of this job, the employee is required to be able to occasionally stand; walk; sit; use hands and/or fingers to handle, or feel objects, tools or controls; operate office equipment, reach with hands and arms; climb stairs; balance; stoop; kneel; talk or hear; taste or smell. The employee must occasionally lift and or move up to 25 pounds.

Travel:

Local and/or international travel may be required.
