Overview:
The Fuels Terminal Manager has overall responsibility for the performance of the contract as outlined in the contractual statement of work.
- Responsible for overall performance of the contract including but not limited to personnel management, budget management and all subordinate functions of the contract.
- Olgoonik's direct interface with the DLA Contracting Officer and COR Representative.
- Works closely with Union representatives of Local 624 to ensure compliance with the CBA and resolve all disputes/claims at the lowest level of management.
- Oversees management effectiveness, administrative/LAN procedures, FDM accounting procedures, operators' performance and quality assurance procedures.
- Supervises employees including interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
- Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
- Maintains receipt, handling, and storage methods; properties and characteristics of liquid propellant, gases, oxidizers, and petroleum products; safety precautions; laboratory procedures; fuels automated system procedures; accounting procedures; the operating budget preparation and execution.
Manages staff members and provides strong leadership and vision for the team's objectives and goals.
- At least four (4) years of experience working in Fuels is required.
- At least three (3) years of management experience to include administrative and disciplinary actions and retention and recruitment of workforce preferred.
- At least three (3) years of QA, safety and/or environmental compliance inspection and reporting experience preferred.
- Completion of the Fuels Management Officer Course (C30ZR6421-000), the Petroleum Logistics Management Course (J3AZR2F091-001) or their commercial equivalents.
- FMD experience is a plus.
- Ability to read, write, speak, and understand English fluently
- Knowledge of logistics planning.
- Knowledge of the principles of inventory control, freight transportation and statistical methods and procedures.
- Ability to clearly communicate written and verbal reports of highly technical task performance and recommended corrective actions.
- Must be proficient with Microsoft Suite of products including Word, Excel, Access and E-mail business software.
- Must demonstrate a good attitude and ability to work as a member of a team.
- Position requires self-motivation and the ability to work effectively under a minimum of supervision.
- Ability to interpret, enforce, and comply with all Federal, State, County, and local Environmental Protection Agency (EPA) Laws.
- Must be able to multi-task efficiently, work in a fast-paced environment on multiple projects and have a strong attention for detail.
- Knowledge of Navy and Department of Defense fuels management instructions and procedures.
- Must understand and have the ability to follow all DLA policies and procedures.
Class B CDL with Hazmat preferred.
- SECRET Level Required
* Must have a current US Government SECRET Personnel Security Clearance or be able to successfully complete a U.S. government administered Investigation.
* Must be a U.S. Citizen.
* Must also be able to maintain US Government Clearance.

Work is regularly performed in outside weather conditions including rain, extreme heat/humidity, extreme cold, high wind, and any other inclement weather conditions that may arise. Work is regularly performed near moving mechanical parts that often cause vibration.
