Responsibilities


OPPD's System Operations is looking for a Operations Scheduler.

The Operations Scheduler oversees the, writing and execution of switching functions to ensure the integrity and safe operation of the Electric Distribution System and the effective utilization of OPPD¿s transmission and distribution facilities. Participate in service restoration, records, and real-time operational model functions of the Distribution Operations Department to ensure timely restoration of electric service, timely maintenance of Department records, and the ability to provide accurate and timely system information to the organization.

Position specific accountabilities include:

Write, monitor, and control planned and emergent switching of the Electric Distribution System on a 24-hour per day basis to ensure safe, reliable service to wholesale and retail customers.

  • Contribute to the safe and timely construction and maintenance of District facilities while maintaining electric system integrity through system operator switching assignments and timely execution of switching functions while adhering to the District¿s Hold Order and Personal Protective Grounding policies
  • Serve as the department¿s subject matter expert (SME) for the District¿s Hold Order Policy, CGI Outage Management System (OMS), Computer Aided Dispatch (CAD), PragmaSwitch, PragmaGeo, OSI Energy Management System (EMS), TOA Outage Scheduling Application, Graphic Interface System (GIS) and Automated Call-Out System (ACO).
  • Ensure that accurate system information is provided to the organization in a timely manner.
  • Support District service reliability goals by minimizing the number of customer outages and timely implementation and supervision of service restoration plans.
  • Perform /Switching duties when required due to absences, maintain 24/7 on-call availability to support service restoration and outage communication.


Assist Senior Operations Scheduler with the day-to-day coaching, feedback, reporting, performance evaluation and assignment of work priorities/workloads for staff. Perform audits, suggesting recommendations where appropriate and perform root cause analysis if required.

  • Contribute to the District¿s objective of providing, dependable electric service by providing leadership and guidance to the Distribution System Operators and System Operations Specialist (SOS) functions to quickly and accurately respond to electric system abnormalities.
  • Monitor and recommend additional training solutions for team members to develop the skills, knowledge and experience to be effective in role.

Collaborate with the Director of Operations, Manager of Distribution Operations, Manager of Operations Support and/or the Storm Manager during a System, `Level I or Level II Storm Disturbance¿ in accordance with T&D Emergency Response Manual (Storm Plan), to assist in the restoration efforts where needed.

Qualifications


Required:

  • Minimum of 2 years¿ experience as a Distribution System Operator/ Transmission Operator, or related experience.
  • The capability to quickly and accurately analyze electric system disturbances and make appropriate decisions is required.
  • Demonstrated experience with distribution switching and system analysis.
  • The ability to efficiently direct service restoration activities is required.
  • Demonstrated supervisory skills and excellent written and verbal communications skills are required.


Desired:

  • Thorough knowledge of OPPD¿s transmission and distribution system, the application of the Hold Order System, and knowledge of the union contracts as they apply to call-outs, rest time, meals, etc.
