POSITION SUMMARY:
This position will protect our Nation’s resources, land and people by planning, developing, evaluating and executing the Office of Self Governance’s strategic plan, goals and budget. This position will negotiate, oversee, and ensure compliance of the Nation’s Indian Self Determination and Education Assistance agreements with federal agencies, and will promote and educate about the benefits of Self Governance at the national and regional level to expand and strengthen Self Governance authority. This position will develop, review, and develop comments on law, policies, procedures, proposed rulemaking, that may affect the Nation’s Self-Governance programs, services, functions, and activities. Continuation of this position is contingent upon funding allocations.

DUTIES AND RESPONSIBILITIES:
1. Supervise the Office of Self Governance.
2. Plan, develop, evaluate, and execute the Office of Self Governance strategic plan, goals, and budget.
3. Negotiate, evaluate, and ensure compliance and reporting for the Indian Self Determination and Educations Assistance Act agreements including compacts, contracts, funding agreements, Section 105(l) lease agreements, etc. with federal agencies such as the Indian Health Service, U.S. Department of the Interior, U.S. Department of Health & Human Services, U.S. Department of Agriculture, U.S. Department of Transportation, etc.
4. Negotiate agreements with other Tribal Nations, and Tribal Organizations that further expand and implement Self-Governance initiatives.
5. Develop, track, and oversee spending plans, in compliance with tribal and/or federal law and regulations.
6. Evaluate, modify, or create Self Governance programs, in collaboration with the appropriate parties, to ensure the programs are meeting the Nation and community needs.
7. Monitor program funding and expenditures and provide recommendations on the reallocation of monies to maximize program cost savings and utilization of funds. Track and ensure that Self-Governance funds are fully and properly utilized.
8. Provide technical assistance to the current and potential Self Governance PSFAs
9. Develop, review, and coordinate comments on legislation, policies, procedures, and/or proposed rulemaking, that may affect the Nation’s Self-Governance programs, services, functions, and activities.
10. Participate in the federal planning and budgeting process for Self-Governance programs or initiatives.
11. Develop, track, and oversee spending plans, in compliance with tribal and/or federal law and/or federal agency regulations. Work in collaboration with the Nation’s departments/areas that may be impacted.
12. Advance and maintain relations with key partners, networks, coalitions, and organizations critical to the achievement of Self-Governance.
13. Collaborate with Self-Governance Tribes to plan, develop and implement national Self-Governance strategies and priorities.
14. Establish regional coalition of Self Governance Tribes.
15. Promote and educate congress, congressional staff, national/regional organizations, and Oneida’s internal organization about the benefits of Self Governance and its positive impact on tribal communities, while abiding by the HATCH Act.
16. Serve as the representative or technical advisor on federal and regional tribal advisory task forces, work groups, and/or committees. Develop and coordinate policy briefs and talking points on behalf of the Nation’s appointee/delegate to federal and regional tribal advisory task forces, work groups and/or committees.
17. Network and represent the Nation at local, regional, and national meetings.
18. Provide reports to the Intergovernmental Affairs Director, Oneida Business Committee and the Oneida General Tribal Council as required.
19. Attend outside training or conference opportunities for continuous learning and to expand knowledge.
20. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
21. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Frequently sit and walk.
2. Occasionally stand, stoop, kneel, crouch, crawl, and lift and/or move up to twenty-five (25) pounds.
3. Work is generally performed in an office setting with a moderate noise level. Must be able to work nights, weekends and holidays as needed/required.
4. A Tuberculosis (TB) Screening and/or 2 step TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.
5. Ability to travel to conferences and trainings as needed. 6. Ability to work nights, weekends and holidays as needed/required.

STANDARD QUALIFICATIONS:
1. Knowledge of operating various word-processing, spreadsheets, and database software programs in a Windows environment.
2. Ability to express thoughts clearly and simply.

8. Ability to develop and maintain effective working relationships with a variety of individuals and groups in a complex, multi-cultural environment.
9. Ability to work independently with minimal supervision.
10. Able to present a professional appearance and demeanor as a representative of the Oneida Nation.
11. Ability and willingness to seek additional training as needed/required.
12. Ability to communicate effectively in the English language, both verbally and in writing.
13. Ability to continually seek improvement in results.
14. Ability to work well under pressure and to meet strict guidelines and time frames is required.
15. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
16. Must be willing and able to obtain additional education and training.
17. Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment
18. Must pass a background security check with the Oneida Nation to meet the Employment Eligibility Requirements as they pertain to this position.
19. A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a personal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.

PREFERRED QUALIFICATIONS:

1. Master’s Degree in Public Administration, Public Affairs, Political Science, or a related field.
2. Two (2) years of experience working in a regulatory/compliance field.
3. Two (2) years of program administration
4. Two (2) years of experience in compacting, contracting or grants administration.

MINIMUM QUALIFICATIONS:

2. Bachelor’s Degree in Public Administration, Public Affairs, Political Science, Finance, or a related field.
3. Two (2) years of management or supervisory experience.
4. Two (2) years of experience working with a tribal or federal government body or governmental entity.
5. Three (3) years of experience in negotiations, mediation, and/or peacemaking.
6. Knowledge in compacting, contracting or grants and/or program administration.
7. Knowledge of the Federal regulations, guidelines, and legislation related to Self-Governance.
8. Project management experience.
