POSITION SUMMARY:
Continuously develop, lead, coordinate and execute the Nation’s comprehensive governmental strategy and municipal relations relating to Oneida Nation. This position will work closely with the Oneida Business Committee, Intergovernmental Affairs & Communications, and Executive Management. Continuation of this position is contingent upon funding and allocations. This is a contracted position that reports directly to the Intergovernmental Affairs & Communication Director.

DUTIES AND RESPONSIBILITIES:
Strategy, Planning and Execution:
1. Lead, coordinates, executes, and continuously develops the detailed governmental strategy to enhance municipal relations and promote the Nation’s strategic goals.
2. Formalize and lead the strategic planning process, focusing on long term trends and outlook, and competitive intelligence.
3. Acts as a key advisor to the Oneida Business Committee, General Manager and Director of Intergovernmental Affairs & Communications on critical changes in the competitive landscape and on local political environment.
4. Communicate, engage, and interact with the Oneida Business Committee and Executive management frequently
5. Advises Nations leadership, Intergovernmental Affairs & Communications, and Executive Management of strategic options in executing the governmental strategy.
6. Devise a strategic campaign to include timelines that will enhance local governmental relations and assist in the Nation’s strategic objectives.
7. Establish and maintain positive relationships within the surrounding communities and municipalities
8. Promote and practice the Nation’s image of A Good Heart, A Good Mind, and a Strong Fire.
9. Provide reports and recommendations to the Oneida Business Committee, Intergovernmental Affairs and Executive management.
10. Communicates with professionalism, tact, and finesse to internal and external customers.
11. Utilize staff and resources to produce quality content for execution of strategies.
12. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
13. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT:
1. Work is generally performed in an office setting with a moderate noise level.
2. A 2 step Tuberculosis (TB) Screening and/or TB Skin Test is required within thirty (30) days of employment and annually thereafter as required.

6. Ability to develop, maintain and strengthen partnerships with others inside or outside the organization.
7. Outstanding communication and presentation skills to translate and communicate complex topics in a variety of forums, tailoring communications to effectively fit and influence the targeted audience.
8. Excellent interpersonal relationship skills with an ability to bridge cultural boundaries and norms to overcome barriers and improve outcomes.
9. Experience working with municipal governments.
10. Understanding of current market trends.
11. Excellent organizational and time management skills.
12. Knowledge of the Oneida Nation policies and procedures, organizational structure, and possess the ability to understand and interpret pertinent policies and procedures clearly and accurately.
13. Knowledge of federal, state, local, and tribal governmental structure.
14. Knowledge of quantitative and qualitative research and analysis methods and techniques.
15. Knowledge of the Oneida Community and the role of the Oneida Nation to meet the needs of the Oneida Community.
16. Must present a professional appearance and demeanor as a representative of the Oneida Nation in dealing with the public.
17. Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
18. Must adhere to strict confidentiality in all matters. (Must sign a confidentiality statement prior to employment.)
19. Must be willing and able to obtain additional education and training.
20. Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during the course of employment.
21. Must pass a background security check with the Oneida Nation to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation Gaming Division.
22. A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a personal and Tribal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.

PREFERRED QUALIFICATIONS:
A:pplicants please clearly state on the application/resume if you meet these qualifications.
1. Master’s degree or above in Political Science, Public Administration, Economics, Business, Legal Studies, Marketing, Advertising, or related field.
2. Five (5) years of experience in marketing, analysis, finance at top-level position and working with local governments/municipalities.
3. Economics Experience.
4. Public Speaking experience.

MINIMUM QUALIFICATIONS:

1. Must be an enrolled member of the Oneida Nation.
2. Bachelor’s Degree in Political Science, Public Administration, Economics, Business, Legal Studies, Marketing, Advertising, or related field.
3. Five (5) years of combined experience of Strategic Planning, Project Management, Business Management, Marketing, analysis, finance, or working with local governments/municipalities experience.
