Essential Functions And Responsibilities
- Generate, with the use of ESRI GIS software or other standard database system, data from multiple sources in order to develop or maintain the following: standard and ad hoc map production, maintenance of GIS data, one-call reporting, tax rendering, operations permit filing and DOT and state regulatory reporting
- Provide assistance with data research, collection, and documentation including but not limited to conversion of spatial data between software/hardware platforms, migration of data from one data source to a new source and the creation and definition of feature classes, attributes and domains in applicable database
- Execute testing and documentation plans for transitioning data, testing and implementing new tools and systems and integrating GIS with other work practices
- Solve problems using a combination of standard or modified work processes and procedures
- Participate in GIS training and technical support to field employees and other GIS users
- Participate as a team member in the development of solutions for user groups and business operations including but not limited to business development, compliance, engineering and integrity management with support from the Information Technology department
- Provide assistance updating technical guidelines for work processes, quality assurance programs, standards and procedures to ensure compliance
- Coordinate and work with third party contractors and software vendors to communicate company needs and standards. Provide information and assistance to external contacts including engineering, survey companies and one-call vendors
- Actively participate in industry user groups and associations in order to stay current with related GIS technology and recommend system enhancements
- Participate in the development and maintenance of geospatial databases
- Under the direction of senior staff, use GIS to perform spatial analysis, database development, extraction and manipulation to support a variety of planning, engineering, administrative and other applications
- Perform independent studies and analyze, interpret and draw conclusions for basic business needs and questions
- Monitor effectiveness and integration of GIS with other work applications
- Perform general geospatial analysis and data queries to solve general business questions and problems
- Bachelor's Degree in GIS, other related field, or a combination of formal education and the following job related experience
- 5 or more years of GIS or GIS related experience
- Experience using GIS related software and ERSI based tools.
- Experience and/or working knowledge related to:
- Coordinate systems and map projections
- Development and formatting of standard databases such as MS Access, MS Excel and dBase
- Modeling of GIS data using software application tools and/or database standards
- Utilizing GIS systems for pipeline management
- Acquiring data, integrating with GPS; analyzing data
- Source, acquisition, projection or reprojection, accuracy, quality and storage (such as image catalogs, Arc Server, SDE Images) of aerial photography
- Utilizing corridor type linear referencing
- Knowledge of: processes related to integrating outside data and systems into an industry-standard pipeline data model such as ArcGIS Pipeline Data Model (APDM) or the Pipeline Open Data Standard (PODS)
- Knowledge of: enhanced query capabilities and scripting using VBScript, Windows Host or Shell Scripting, SQL, Python or other types of programming languages
- Ability to: comprehend, read, document and adhere to regulatory requirements for pipeline industry as well as company standards and procedures and regulatory compliance documents
- Ability to: read, interpret and/or prepare written information including but not limited to: right-of-way information, maps, blueprints and legal descriptions
- Ability to: apply decimals and percentages, as well as trigonometric, geometric and algebraic formulas
- Ability to: communicate and/or exchange information and instructions
