Job Title: Program Planner and Scheduling Analyst

GENERAL PURPOSE

The Program Planner and Scheduling Analyst will take a lead role in developing, coordinating, maintaining, and assessing complex proposal and resource loaded execution schedules for R&D, Engineering, and Production programs. This position will be instrumental in the evaluation of program planning products and practices and will be a key player in developing processes and associated remediation activities upon identification of process gaps. Position also entails defining and standardizing IMS structures, policies, and procedures to facilitate efficient and accurate program status, forecasts, resource evaluation, and consistent cost/schedule integration and EV application. This position requires the ability to analyze and proactively identify potential problems bringing them to the attention of the program office along with mitigation recommendations. This position does not immediately require a security clearance, but applicants must have the ability to obtain a U.S. Security
Clearance, for which the U.S. Government requires U.S. Citizenship.

ESSENTIAL DUTIES/RESPONSIBILITIES

  • Assist in the preparation, development, and coordination of resource loaded integrated master schedules to meet all program objectives.
  • Assist in the creation of project artifacts that include assignment matrixes, dictionaries, OBS/WBS structures, milestone identification, baseline development, risk analysis, forecasts, and detailed costs/schedule performance reporting.
  • Conduct weekly / monthly detailed analysis and reporting, problem identification and resolution, variance analysis, CDRL development, and cost performance.
  • Facilitate integration between Microsoft Project, Cobra financial software, and Epicor accounting software maintaining cost and schedule integration.
  • Coordinate with suppliers to collect schedule information and status.
  • Monitor and evaluate schedule performance and overall schedule health metrics.
  • Work closely with both finance and the program managers to generate and review monthly internal and external customer performance reporting data.
  • Work closely with the contracts department and program managers to ensure program baselines are set in accordance with company processes/procedures and customer requirements.
  • Work with program managers to complete program status, evaluate progress, develop solid program projections, and prepare and analyze program reports.
  • Ensures all data is timely and accurate in accordance with the accounting calendar and month end processing timelines.
  • Generate contract required reports on cost and schedules for all contracts with finance and program management coordination.
  • Generate resource analysis charts to help with staffing decisions

JOB QUALIFICATIONS

KNOWLEDGE, SKILLS, AND ABILITY

  • Knowledge and application of ANSI/EIA-748 (EVMS Guidelines).
  • Ability to have a clear understanding of product development and contractual requirements to architect the IMS accordingly.
  • Demonstrated exemplary customer service interface skills.
  • Proficient using MS Office Suite – specifically Excel and PowerPoint.
  • Excellent oral and written communication skills. Proficient in formal and informal discussions at all levels of the business, customer, and supplier organizations.
  • Ability to work in a fast-paced environment efficiently and effectively.
  • Self-starter that can work independently and with various teams and functions.
  • Ability to establish a solid working relationship with customers, employees, management, and peers.
  • Ability to prioritize and meet deadlines.
  • This position does not immediately require a security clearance, but applicants must have the ability to obtain a U.S. Security Clearance, for which the U.S. Government requires U.S. Citizenship.

EDUCATION OR FORMAL TRAINING

  • Bachelor’s Degree preferred in related field.

EXPERIENCE

  • 5 years’ experience in developing and maintaining complex integrated schedules for programs in Microsoft Project.
  • Integrated Master Plan (IMP) development and maintenance experience.
  • Earned Value technics and backup data
  • Cost / Schedule Integration experience.
  • Experience with critical path schedule logic.
  • Experience with change management and status processes.
  • Experience with schedule risk assessment modeling.
  • Recent experience with DCMA audits.
  • OBS / WBS development experience

  • Work is performed in an office environment or laboratory.

Pay: $73,000.00 - $86,000.00 per year
