Mental Health Worker III

This recruitment is open to the public for a minimum of five (5) business days and will remain open on a continuous basis until 11:59 p.m. (PST) on the day the County's needs are met. Applicants are encouraged to apply immediately. This recruitment will establish an open eligible list to fill current and future Mental Health Worker III vacancies.
The eligible list established may also be used to fill similar and/or lower level classifications throughout the County of Orange. Applicants that applied in the previous recruitment from July 2022 to August 2022 do not need to reapply.
THE AGENCY
The County of Orange, Health Care Agency (HCA) is a dynamic organization dedicated to creating and supporting an environment that promotes the achievement of optimal individual, family and community health. Under the direction of the Agency Director, a new and dynamic executive team with an organizational structure comprised of seven (7) service areas - Correctional Health, Director's Office, Finance & Administrative, Medical Health, Mental Health & Recovery, Public Health, and Strategy & Special Projects - is committed to meeting the health needs of the diverse Orange County community.
THE DEPARTMENT
The Mental Health and Recovery Services (MHRS) Division consists of three (3) service areas Adult and Older Adult Behavioral Health, Authority and Quality Improvement Services and Children, Youth & Prevention Services, which provide a culturally competent and client-centered system of behavioral health services for all eligible county residents in need of treatment for alcohol and other drug abuse and mental health care.
This position is in the Adult and Older Adult Mental Health and Recovery Services/Inpatient - Lanterman-Petris Short (LPS) unit.
THE OPPORTUNITY
The Mental Health Worker III provides field-based recovery focused clinical and case-management services, in collaboration with Public Guardian, to LPS consumers housed in various settings throughout five counties, including In-Patient and Long-Term Care facilities, and community Residential Rehabilitation and Residential Care Facilities. HCA utilizes out of County long-term care facilities in Los Angeles, Riverside, San Bernardino, and San Diego Counties in addition to Orange County. LPS staff are required to work with assigned conservatees in providing case management services which includes responding to clinical emergencies and unscheduled demands from court orders, Public Guardian's Office, county clinics and programs.
DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess extensive knowledge and/or experience in the following competencies:
Professional and Technical Expertise
- Providing input regarding cross-cultural issues and providing advocacy for consumers' cultural needs
- Providing clerical support assistance and mental health interventions
- Using and applying computer software, such as Microsoft Office suite
- Assessing appropriate level of consumer care
- Assisting consumers with learning independent living skills
Writing | Oral Communication
- Communicating tactfully and with diplomacy and presenting ideas and complex materials clearly, logically, and persuasively both in person and in writing
- Presenting training materials to a variety of groups as appropriate for the audience
- Picking up on nuances in tone and meaning and understanding non-verbal cues and body language

PHYSICAL AND MENTAL REQUIREMENTS AND ENVIRONMENTAL CONDITIONS
Physical Requirements
Possess vision sufficient to read standard text and a computer monitor; speak and hear well enough to communicate clearly and understandably in person to individuals and groups and over the telephone; possess body mobility to stand, sit, walk, stoop and bend routinely to perform daily tasks and to access a standard office environment; possess manual dexterity sufficient to use hands, arms and shoulders repetitively to operate a keyboard, utilize office equipment and to write.
Mental Requirements
Possess the ability to independently reason logically to analyze data, reach conclusions and make recommendations; possess the ability to remain calm and appropriately focused in rapidly changing and difficult situations involving conflict, complex issues, controversy and diverse stakeholder groups and interests; possess the ability to deal calmly and effectively with emotional interactions.
Environmental Conditions
Will be required to interact with clients/patients in emotional and occasionally hostile situations; work in an office environment and/or a secure facility; drive to community sites and to meetings; occasionally work evenings/weekends to attend meetings/special events.

Eligible List
