Job Description:
We are seeking a Child Nutrition Specialist for our Child Nutrition Program in the Office of Child Nutrition, Transportation, and Fingerprinting. This is a permanent, full time position, represented by the
Service Employee International Union
(SEIU).

NOTE: This position requires travel throughout Oregon for Administrative Reviews, Pre-Approval Visits, and In-Person Trainings up to 50% of the time. Some overnight travel may be required depending on location of sponsors.

What you will do!

As a Program Analyst you will work closely with diverse internal and external stakeholders to support Oregon Child Nutrition Programs.
The primary purpose of this position is to:
  • Prepare review related correspondence and monitor applicant and current programs for compliance with federal regulations and guidelines, state statutes and rules, and agency policies and procedures.
  • Conduct on-site pre-approval visits of sponsoring organizations to ensure compliance with program policies and procedures and governing statutes.
  • Assist management to develop grant applications, establish goals and priorities, and develop an annual plan of work for Child Nutrition Programs based on needs assessments and federal requirements.
  • Interpret program-related federal regulations and guidelines, state statutes, rules and agency policies, and procedures.
  • Review and effectively approve or deny new and renewing sponsor applications, budgets, management plans, reimbursement claims based on federal regulations and guidelines, state statutes, rules and agency policies, and procedures.
  • Work cooperatively with legal experts to interpret and apply statutory requirements for policies, materials, forms, requests for proposal, agreements, and contracts.

What are we looking for?

A Bachelor's Degree in Public Administration or Nutrition, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills required for the position under recruitment AND two years of operational or management experience in food service;

OR

Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Familiarity with interpreting, consulting, and applying compliance, regulations, rules, and policies.
  • Strong decision making skills and ability to use independent judgment.
  • Strong interpersonal communication skills with proven ability to speak publicly, facilitate, collaborate and train diverse groups.
  • Strong comprehensive written skills.
  • Experience with providing technical assistance around programs, projects, applications, and grants.
  • Intermediate skills in MS Office, primarily in Word, Microsoft Teams, PowerPoint (including slide animations, slide formatting, and importing images) and Excel skills including applying formulas, linking cells, and creating graphs and project management software like SmartSheet.
  • Basic knowledge of contract management, business administration, legal terminology, and contract language.
  • Familiarity with child nutrition programs or food service management.
