Job Description:
The Oregon Department of Education, Early Learning Division is excited to announce a part time, limited duration opening for a Rules Migration Coordinator (Operations & Policy Analyst 3). This is a limited duration position that is scheduled to end on June 30, 2023. Please note, this position is also part time and will work roughly 35 hours a week. The salary that is listed at the top is for a full time position, the salary for this part time (working 35 hours per week) position will be between $5,207.14 - $8,001.78/month depending on experience.
The Early Learning Division is in the process of becoming the Department of Early Learning and Care, a new agency that will elevate the State’s focus on birth-five programs and child care across Oregon. This position will play a critical role in the development of the Early Learning Division as its own state agency. This position

Early Learning Division
– a Division that prides itself on enabling Oregon's young children and families to learn and thrive. The Division is responsible for overseeing the state’s Head Start, Pre-Kindergarten, and Relief Nurseries programs, among others; and licensing Oregon’s child care providers.

What you will do:
While we work on transitioning to a new, standalone agency, in addition to transferring all of the programs and administrative functions currently under the authority of the Early Learning Division (ELD) to DELC, the administration of the Employment Related Day Care program (ERDC) will transfer from the Oregon Department Human Services to the new agency on the same date. All rule-making authority for DELC will remain with the Early Learning Council. To ensure a smooth transition to and successful launch of DELC, all necessary administrative rules for the operation of DELC, the programs administered by DELC and for the migration of ERDC must be fully solidified prior to July 1, 2023. The purpose of this position is to ensure the establishment of these rules by July 1, 2023 is completed successfully. This position will lead all phases of this work. This includes identifying rules needed to stand up DELC as an independent agency, developing a new ERDC DELC rule-set and reviewing and revising current ELD rules that will transfer to DELC. In addition to conducting analysis of current rule-set, the DELC Rules Migration Coordinator will identify policy areas for leadership review, draft rule language, lead and execute partner engagement on proposed rule-language, and brief the Early Learning Council on proposed rules.
This position has a great deal of freedom in managing one’s workload, collaborating with others, and determining the best strategies to complete projects. While this position works with a fair amount of independence, you have a supportive team and supervisor to provide direction and assistance as needed.

What we are looking for:
Candidates with a Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or related degree; and four years professional-level evaluative, analytical and planning work. OR;
Any combination of experience and education equivalent to seven years of professional level evaluative, analytical and planning work.
In addition, we are looking for applicants that have the following Desired Attributes:
  • Prior experience in rulemaking;
  • Experience managing time-sensitive processes;
  • Ability to establish and maintain effective working relationships with state, municipal, and tribal officials; colleagues; partners; and the public;
  • Ability to professionally and effectively communicate orally and in writing with a variety of people, answering questions and explaining technical information plainly;
  • Experience working with the principles and practices of policy analysis including policy development, coordination, economic analysis, cost-benefit analysis and implementation as they relate to the rulemaking process.
