Initial Posting Date: 04/19/2022 Application Deadline: 04/26/2022 Agency: Oregon Health Authority Salary Range: $5,234 - $8,043 Position Type: Employee Position Title: Public Health Systems Consultant (Operations and Policy Analyst 3) Limited Duration Job Description: The Oregon Health Authority (OHA), Public Health Division (PHD) in Portland, Oregon has a career opportunity for a Public Health Systems Consultant (Operations & Policy Analyst 3) to provide support and assistance to local public health authorities (LPHAs). The Public Health Systems Consultant will help develop and maintain the infrastructure needed to provide foundational public health services in an evolving public health system centered in health equity. The base position is located in Portland, Oregon with remote work capabilities. This is a full-time, limited duration, classified position and is represented by a union. Limited duration positions are benefit eligible. The duration of the position is expected to end June 2023. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies. What will you do? This position represents the Public Health Division (PHD) in providing support and direct assistance to local public health authorities (LPHAs) to develop and maintain the infrastructure needed to provide foundational public health services in a transforming public health system. Work will focus on assisting LPHAs in increasing efficiencies and quality so that improved health outcomes and health equity are achieved in their communities, while assuring compliance with state and federal requirements for public health. Some of this work occurs through the triennial reviews of LPHAs which this position coordinates, but also through real-time ad hoc and ongoing technical assistance opportunities. The position provides leadership in determining the technical assistance needs of LPHAs and developing PHD work teams to address them. Position interprets PHD program and LPHAs needs to both parties, as well as other partners. What's in it for you? What are we looking for? Minimum Requirements: A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and four years professional-level evaluative, analytical and planning work. OR; Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification. Requested Skills: Experience interpreting public health laws, rules and regulations and applying them to specific local public health practice situations. Knowledge and experience working with Oregon's governmental public health system. Knowledge of Public Health Modernization and how to apply foundational capabilities and programs to local and state public health practice. Demonstrated use of systems thinking to strategically support evolving public health systems and practices. Demonstrated ability to understand and articulate potential/actual impacts of program decisions/activities on overall public health system. Demonstrated ability to establish rapport with diverse staff, stakeholders and partners, including but not limited to executive level leadership, policymakers, program managers, and frontline staff. Demonstrated ability to utilize Microsoft Office products to develop high-quality work products and to organize day-to-day work. Experience working in state, local and/or tribal public health settings to manage, coordinate and/or deliver public health services. Demonstrated consulting skills regarding the identification and implementation of technical assistance projects. Project management skills to coordinate cross-divisional efforts to improve policies, procedures and processes that benefit the public health system. Experience creating, promoting, welcoming, and maintaining a culturally competent and diverse work environment. Working Conditions: The work of this role may be conducted remotely with full access to the needed operating systems and technology. During budget development and legislative sessions, occasional overtime may be needed. This position involves frequent contact with Public Health management and staff, financial and executive-level staff.
