Oregon Housing and Community Services (OHCS) is looking for a Strategic Homeownership Program Analyst. The candidate for this position must have prior mortgage lending experience. They will draw upon that experience to strategically analyze, consult, and advise on mortgage lending and affordable housing initiatives, specifically tailored to the needs of low and moderate-income families in Oregon. WHAT YOU WILL DO

The person in this position will draw upon their past mortgage lending experience to strategically analyze, consult, and advise on mortgage lending and affordable housing initiatives, specifically tailored to the needs of low and moderate-income families in Oregon. This role is crucial in establishing and refining key metrics, standards, and deliverables to enhance and innovate our single-family lending programs, such as DPA, Oregon Bond Residential Loan Program and FLEX Lending. This role will evaluate policies and procedures for internal processes, lending partners, and program recipients. It involves not only developing and implementing policy changes in alignment with OHCS goals and legislative mandates but also managing risk and compliance with state and federal mortgage lending rules, regulations, and laws. Additionally, the position is responsible for budget oversight, quality control, and the creation of clear updated communication materials that articulate the value and function of the Single-Family Lending Programs. This role serves as a pivotal link between the Homeownership Lending programs and other federal and state affordable housing initiatives, by providing strategic business operations recommendations that support a cohesive program and promote homeownership accessibility.

MINIMUM QUALIFICATIONS

A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or any degree demonstrating the capacity for the knowledge and skills; and two years professional-level evaluative, analytical, and planning work.

  • Mortgage Lending experience including experience analyzing and assessing market scope including all financial aspects such as revenues and expenses, policies, and service providers as it pertains to real estate and mortgage lending.

  • Responsible for budget oversight, quality control, and the creation of clear updated communication materials that articulate the value and function of Homeownership Lending programs.

  • Ability to consult with agency partners, lenders, real estate professionals and borrowers to discuss program effectiveness and identify program enhancement and training needs.

  • Comprehensive knowledge of mortgage guidelines, policies and procedures, state statutes, administrative rules and federal laws and regulations for multiple project funding programs

  • Ability to identify, establish and refine key metrics, standards, and deliverables to enhance and innovate single-family lending programs.

  • Experience developing strategic plans focused on improving data quality and data availability timeframes while increasing the impact and effectiveness.

  • Work well in difficult situations, handling multiple priorities and projects, while remaining flexible and creative.

  • Demonstrated awareness of race and social justice, including the ability to positively influence equity, diversity, and inclusion in the workplace.

HOMEOWNERSHIP DIVISION

The Homeownership Division is dedicated to assisting low to moderate income Oregonians achieve and retain homeownership through its four sections: the Homeownership Programs Section, the MMCRC (Manufactured Home and Marina Communities Resource Center) Section, the Homeowner's Assistance Fund Section & the Homeownership Lending Section.

The Homeownership Lending Section

The Homeownership Lending Section supports homeownership through lending programs such as the Oregon Bond Residential Loan Program and the Flex Lending Program. The Oregon Bond Residential Loan Program assists first time homebuyers with competitive interest rate mortgage loans to help Oregonians purchase their first home. With the use of mortgage revenue bonds, these loans increase first time homebuyer's purchasing power. The Flex Lending Program further assists homebuyers through additional lending products.
