Job Description:
The Oregon Liquor & Cannabis Commission (OLCC) is recruiting for a Regulatory Specialist (Recreational Marijuana Inspector) position in our Public Safety Division, Eugene regional office.
Marijuana Regulatory Specialists perform site surveys and investigations of recreational marijuana producers (growers), processors, wholesalers, retailers, and laboratories to assess and provide consultation on compliance with state and laws rules that govern marijuana businesses.
Who are we?
The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.
The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.
The Distilled Spirits Program oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon’s independently operated liquor stores. OLCC’s Public Safety Program licenses and regulates businesses in the alcohol industry such as manufacturers, wholesalers, bars, restaurants, grocery, and convenience stores.
The Recreational Marijuana Program is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products. The Public Safety Program is responsible for licensing and regulating the operation of the recreational marijuana industry in Oregon.
The following list represents the general responsibilities of the Recreational Marijuana Regulatory Specialist.
  • Independently, or as a member of a team, conducts site surveys and investigations of Oregon marijuana applicants and licensed businesses to assure compliance with state laws and rules that govern marijuana businesses. Documents site survey and investigation findings in narrative reports.
  • Collects, analyzes, and interprets licensee’s business records and other records or technical reports (police and court reports, real estate documents, certifications from other agencies).
  • Uses a radio frequency scanner to collect and record licensed premises marijuana inventory as needed. Compares scanned inventory data with recorded inventory in cannabis tracking system application to detect and assess shortages/overages in product quantities. Analyzes and reconcile financial and tax data from the application and reports. Reviews discrepancies with licensee to determine whether an investigation is in order.
  • Inspects production areas and plants or products for contaminants. Obtains and submits samples of products to be tested by third party laboratory. Reviews product labels for conformance to labeling requirements.
  • Determines the validity of complaints of marijuana law violations by talking with complainant, licensee, witnesses (in person and over the phone); observing at the licensed business; and reviewing the compliance history of the business.
  • Plans and conducts minor decoy operations in accordance with agency policy. Documents and communicates results.
  • Gathers, controls, and secures evidence according to procedures to preserve the integrity and chain-of-custody.
  • Adopts attitude that the agency is a learning organization capable of change. Encourages colleagues and program partners to respond to performance or compliance problems as opportunities for process and quality improvement. Provides licensees with consultative assistance by educating or training on regulatory requirements and developing strategies for achieving compliance with rules and laws such as implementing operational changes to the business. Follows up with licensees to ensure full compliance with requirements.
  • Interprets regulatory requirements, analyzes facts, and applies policy and standards to decide appropriate action to gain compliance from licensee.
  • May issue citations to gain compliance, depending on the nature of the violations, the facilities’ history and past corrective action plans, and other information obtained during site survey or investigation.
  • May review security plans and make recommendations for license revocation or other corrective actions if facilities are not meeting the Commission’s security goals.
  • Prepares and presents documents needed for contested case hearing. Testifies on behalf of the Commission at administrative law hearings or in court.
  • Communicates with people of diverse cultural, ethnic, and socioeconomic backgrounds in a way that is sensitive to diversity.
  • Recommends new policy and proposed or revised administrative rules to better serve the public, law enforcement community, marijuana industry, government, and special interest groups.
  • Uses knowledge, best practices, and new technology to inform program operations and increase productivity and efficiency.
  • Collaborates with law enforcement agencies by reporting licensee compliance history and suspected illegal activity. Prepares and presents licensee information and documentation to law enforcement as required.
What do you need to qualify? Minimum Qualifications:
Three years of experience conducting investigations of allegations, facts, behaviors, documents, laws, legal precedents and/or other information. This experience must include preparing written reports using individual judgment in developing conclusions or recommendations that are subject to review in court, administrative hearings or comparable formal review process; OR
An Associate’s degree in criminal justice, human or behavioral sciences, business or public administration or other related field AND eighteen months of experience conducting investigations; OR
A Bachelor’s degree in law enforcement, criminal justice, human or behavioral sciences, business or public administration or other related field; OR
Any relevant combination of education and experience equivalent to three years.
Examples of experience that may qualify are regulatory compliance investigation; criminal investigation; child welfare investigation or eligibility determination; governmental benefit, business or mail fraud investigation; revenue audits; insurance claims or fraud investigation.
The agency will consider all fields of education when determining qualifications and prior to invitation for interview processes.

  • The salary listed is the non-Public Employee Retirement Systems (PERS) qualifying salary. If the successful candidate is PERS qualifying, the salary will reflect the 6.95% increase.

  • Regulatory Specialists serve an initial 12-month trial service period.

  • Background: OLCC will conduct a personal background investigation prior to hiring. This includes a computerized criminal history check, fingerprinting and CJIS Clearance approval by the Oregon State Police. The presence of criminal history could result in the withdrawal of a job offer or termination of employment. This is a SWORN position that requires a complete Electronic Statement of Personal History (eSOPH). The finalist will receive instructions from the Human Resource staff on the eSOPH.   • Medical and Psychological: The successful candidate must pass a medical and psychological examination.
  • DPSST Certification: Upon hire (and through employment), the successful candidate must obtain (and maintain) Department of Public Safety Standards and Training (DPSST) certification. Candidates must attend and successfully complete the OLCC-DPSST Training Academy. The academy is four weeks long and is held at DPSST’s training facility in Salem. You will be required to stay at the facility - except for weekends - for the entire duration of the training. The coursework covers mandatory defensive tactics training, which includes highly strenuous activities such as ground fighting techniques, and baton/OC spray/handcuffing techniques. Strenuous physical exertion/activity may occur during field contacts.
