On July 1, 2023, per House Bill 2927 OSFM will become its own agency. As such, the OSFM is a rapidly growing agency offering the rare and exciting opportunity to help grow a new government agency in Oregon’s executive branch. The mission of the OSFM is “protecting people, property and the environment from fire and hazardous materials” and accomplishes this through our four divisions and their programs. We work with the Oregon fire service consisting of 305 fire districts/departments and more than 13,000 fire firefighters to ensure our mutual missions and priorities are accomplished. OSFM in Salem, Oregon is hiring for one (1) Full-Time, Permanent Assistant Chief Deputy of the Fire and Life Safety Education Division (Fire Protection and Community Risk Manager 3) position. The Division’s purpose is to reduce fire and the related deaths, injuries, and property loss through a change in behavior and attitude about fire for Oregonians. The Division collaborates with Oregon’s law enforcement, social service, school professionals, professional organizations, and 300 fire service agencies to provide fire and life safety risk reduction efforts. As the Assistant Chief Deputy, you will administer, manage, and direct the activities of 11 different fire prevention and preparedness programs by developing and implementing short- and long-range strategic plans, policies, procedures, annual goals and objectives, and program priorities for each of the programs in the Fire Prevention Education Unit, Community Risk Reduction Unit, and the Analytics and Intelligence Unit. You will manage the Division’s biennial budget; represent the agency at Oregon Legislature and committees at the state and federal levels; make public speaking presentations to community and partner agencies; and supervise the various program employees. This position is currently classified as a Fire Protection and Community Risk Manager 2 but is in the process of being reclassified to a Fire Protection and Community Risk Manager 3. If the position were not to receive a permanent designation the position would default back to Fire Protection and Community Risk Manager 2. What’s in it for you? Work/life balance. Minimum Qualifications (these must be addressed in your resume for full consideration): Seven years of supervision, management, or progressively related experience; OR four years of related experience and a bachelor’s degree in a related field. Experience directing training methods and delivery methodology to address the diversity of Oregon’s fire agency organizations, ensuring programs are multi-functional and available for volunteer, career, combination, rural and urban settings. Demonstrated familiarity with the principles of Community Risk Reduction, Fire Codes, fire laws, and fire safety in a leadership capacity. Knowledge in applicable Oregon Revised Statutes, Oregon Administrative Rules, Oregon Fire Code, and the skill to interpret, explain, and apply these regulations.
