Under direction, leads and performs semi-skilled and unskilled maintenance, repair and/or construction work. Employee performs in a lead capacity, and requires journeyman knowledge of maintenance and repair skills, policies and procedures within the assigned functional area. Position is also accountable for applied knowledge of heavy equipment operating procedures, acquired through schooling, training, and/or work experience. Employee is responsible for ensuring all work under charge is performed according to established safety standards, codes and regulations applicable to the work. Work is performed with independence and with limited supervision.

- Leads and supervises subordinate personnel in routine grounds maintenance to semi-skilled trades work; supervises and inspects work; trains workers; confers with immediate supervisor on formal discipline or commendation, or termination of crew personnel.
- May operates a wide variety of construction equipment and tools; operates a variety of specialized trade specific tools and equipment.
- Operates various standard hand-held manual, electrical, and gas powered tools and equipment, e.g., power mowers, chain saws, brush cutters, edgers, clippers, and other landscaping and roadside maintenance equipment.
- Attends safety meetings and/or participates in safety inspections.
- Participates in the construction, renovation and restoration of streets, bridges, solid waste, utility systems, and public works landscapes and grounds.
- Identifies and reports any detected deterioration, repair needs, and maintenance needs to supervisor.
- Performs and assists with routine and moderately complex maintenance and repairs on structures, facilities, equipment, streets, side walks, paths and other City property in the various trade disciplines, e.g., plumbing, masonry, carpentry, roofing, asphalt repairs, sandbag/headwall repairs, sod installation etc.
- Prepares, supervises and performs various minor repairs and projects, e.g., painting, carpentry, plumbing, masonry, irrigation systems.
- Performs various record maintenance duties where applicable, e.g., work orders, materials and supplies ordered/utilized, cost estimates, job/time records, labor logs, maintenance logs, inventory of equipment, tools and supplies.
- Performs duties as assigned/necessary which are related, or logical in assignment to the position.
Education: High school diploma or GED;
Experience: Two (2) years responsible experience in semi-skilled trades work; or an equivalent combination of education, certification, training and/or experience.
Miscellaneous: Must possess and maintain a valid Class A Florida Commercial Drivers License (CDL).
- Ability to effectively lead a staff comprised of entry and journey level professionals engaged in carrying out departmental functions.
- Ability to perform physically demanding manual labor.
- Ability to understand, interpret, lead and effectively carry out complex oral and written instructions.
- Considerable knowledge of the semi? Professional construction and maintenance work involved in a comprehensive municipal construction, repair and maintenance program.
- Considerable knowledge of materials, tools, equipment and necessary safety precautions used in the assigned area of work.
- Skill in semi? Professional maintenance repair and construction methods, techniques and equipment.
- Ability to operate various handheld tools and repair equipment, e.g., power drill, wrench, screwdriver, shovel, rake, pole saw, edger, blower, generator, mosquito fogger.
- Ability to operate various heavy equipment and machinery, e.g., utility vehicles, backhoe, dump truck, forklift.
- Ability to operate basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, facsimile machines.
- Ability to plan, assign and lead the work of skilled and unskilled personnel.
- Ability to read and interpret basic blueprints and plans.
- Ability to maintain effective working relationships with subordinates, superiors and the general public.
