District 308 is looking for an Assistant Director of Human Resources to assist directing the daily operational activities of the Human Resources Department in accordance with established personnel practices and procedures. This is a 12-month, full-time position, with a renewable contract on an annual basis. Regionally competitive salary commensurate with educational background and experience; an attractive benefits package is offered.
Qualifications:
- Bachelor’s Degree with a concentration in Human Resources or a related field required, Master's degree preferred.
- 2 - 5 years of prior experience in Human Resources involving the successful use of HRIS, payroll, and/or benefit systems.
- Experience managing/coordinating the human resource function in public schools preferred.
- Knowledge of best practices in Human Resources, payroll and benefits administration.
- Demonstrated skills in exercising sound judgement when evaluating situations and making decisions.
- Strong communication and team building skills.
General Description:
The Assistant Director of Human Resources is responsible for working closely with the Executive Director of Human Resources and the Human Resources team to develop, implement, maintain, and evaluate H.R. programs and services in order to meet the needs of the staff, students, and stakeholders of the District. This includes providing supervision and guidance in the areas of benefits, compensation, recruitment & retention, HRIS management & state reporting, leaves of absence, and performance management.
Specific responsibilities include, but are not limited to:
Benefits
- Manages vendor relations
- Manages and completes contract changes/documents for compliance
- Manages the District’s compliance and communication mandates associated with the Affordable Care Act
- Oversees and administers the Open Enrollment Process, Wellness Screenings, and Flu Shots
- Oversees and administers Wellness/Benefit Fairs
- Oversees Worker’s Compensation, FMLA, and Leave of Absence Processes
Compensation
- Responds to inquiries from staff, investigates potential errors, and recommends corrective action to the Executive Director of Human Resources.
- Reviews, investigates, and approves payroll variance reports.
- Oversees annual lane change process for licensed staff.
- Conducts periodic audits of payroll processes and recommends changes to the Executive Director of Human Resources.
- Participates in salary surveys, and actively monitors compensation levels in comparable districts.
- Assists with personnel budgeting efforts.
HRIS Management & Reporting
- Establishes timelines and priorities for H.R. projects and ensures mandated reports are completed and distributed to appropriate governmental agencies or personnel according to established procedures.
- Oversees the development of systems enhancements related to recruitment, selection, orientation, employment, attendance reporting, compensation, benefits, and other applicable H.R. functions.
- Assists with technical issues related to the use of the District’s HRIS, creates queries to select and compile information from the HRIS as needed, and investigates and develops detailed recommendations to solve issues.
- Oversees research projects, evaluates and analyzes information, and prepares detailed reports with conclusions and recommendations on H.R. related topics.
- Conducts technical data analysis for the purposes of labor negotiations, creates cost projections and models, and maintains confidential queries, records, and data sources.
- Responds to inquiries by employees and other stakeholders, determines the best possible manner to approach and resolve concerns/suggestions, and represents the District & H.R. department by maintaining positive, collaborative relations at all times.
Personnel
- Oversees the hiring process, approves recommended candidates, and determines salary placement for classified bargaining unit positions.
- Interprets federal and state laws and regulations and collective bargaining agreements to advise administrators and employees on H.R. related topics.
- Provides guidance and technical assistance to administrators regarding performance management and discipline, and attends investigatory meetings as requested by the Executive Director of Human Resources.
- Reviews job descriptions on a periodic basis and recommends changes to the Executive Director of Human Resources.
- Conducts professional development sessions for employees and administrators on H.R. related topics.
- Coordinates the District’s attendance at recruitment fairs.
- Reviews and approves graduate coursework requests.
- Conducts periodic audits of payroll processes and recommends changes to the Executive Director of Human Resources.
- Serves as the District Complaint Manager under the Uniform Grievance Procedure.
- Assists and coordinates the execution of the District Administration Office fire drills, serves as the evacuation point-of-contact for the H.R. department.
- Serves on the District Safety Committee.
- Performs all other duties as assigned.
