In compliance with established County and Court policies and procedures, supervises the daily activities of workers who provide direct care for, and supervision of, juveniles detained in youth facilities; ensures the safety and security of facility residents and staff; and coordinates the provision of on-site recreational activities, behavioral intervention programs and K-12 classroom instruction for resident youth. Ensures that all actions of staff comply with State statutes and with accreditation standards and requirements.

This is a full-time benefited position working out of the Juvenile Detention Center in West Olive, Michigan. Travel to other County locations as needed. Typical working hours are 1:30p.m. - 11:30p.m. four days a week, one day will be during the weekend. 

The essential functions of this position include, but are not limited to, the following:  

  1. Ensures strict maintenance of the security and integrity of the detention facility during the assigned shift. Operates central control during assigned shift, strictly controlling ingress and egress throughout the Detention Facility. Monitors all activity within the Facility, watching real-time video streamed from remote camera throughout the facility to screens in central control and by walking the facility.
  2. Provides for the intake of resident youth to compile social, emotional, educational and delinquency history in order to evaluate residents and recommend intervention and/or treatment strategies and referrals. Processes admissions to and discharges from the facility, ensuring that all admissions and discharges are properly documented and verified. Provides for the orientation of incoming youths.
  3. Provides for the supervision of youth who present as high suicide risks or have serious medical conditions.
  4. Provides crisis intervention and management services within the facility. Initiates all required protocols and procedures to contain and control physical confrontations, group disturbances and other breaches of security.
  5. Reviews incident reports, conducts investigations, prepares reports of findings, and makes recommendations based thereon. Initiates disciplinary actions for infractions and violations of rules and regulations by residents and staff. 
  6. Oversees supervised group activities; recreational, behavioral modification, and life skills programs for resident population.
  7. Administers prescription and non-prescription medications for youths detained in the facility, securing medications and logging dosages as necessary.
  8. Maintains communications and working relationships with parents, courts, attorneys, social service and mental health agencies, and other relevant agencies concerning the status of, and services for, residents.
  9. Participates in the selection of; provides training, work assignments and work schedules for; reviews the performance of; and administers collective bargaining agreements, policies and procedures for subordinate staff who provide direct care and supervision for juveniles detained in the Juvenile Detention Center.
  10. Authorizes detainment of youth and determines acceptance or non-acceptance of requests for placement of out of county youth.
  11. Administers and ensures compliance with federal, state and local statutes and requirements with respect to juveniles detained in youth facilities.
  12. Performs other duties as assigned.
Bachelor's degree in human services, criminal justice, psychology, sociology or a related field, with four (4) years of progressively responsible experience in supervising and delivering intervention and/or developmental services to delinquent youth preferred, or an equivalent combination of education, training and experience. Prior supervisory experience strongly preferred.
 
Licenses and Certifications:  
1.  CPR Certification. Must successfully complete standard first aid and CPR training within six months of date of hire.     
2.  Valid State of Michigan Driver's License.
3.  Basic First Aid Certification.   
4.  Crisis Prevention/Intervention Training preferred.

Required Knowledge and Skills

  1. Good working knowledge of the theory, principles and applications of child and adolescent development and guidance counseling.
  2. Good working knowledge of youth intervention and treatment programs and a knowledge of public and private community resources available to juveniles.
  3. Good working knowledge of the juvenile justice system and federal, state and local statutes and regulations with respect to the involuntary detention of juveniles.
  4. Good working knowledge of the Michigan Court Rules.
  5. Good working knowledge of the principles and practices of teamwork.
  6. Good working knowledge of crowd control, crisis prevention and restraint techniques.
  7. Computer literacy and familiarity with word-processing, spreadsheet, database management and other applications software.
  8. Good interpersonal and human relations skills, as well as verbal and written communication skills.
  9. Knowledge of supervisory principles and practices.
  10. Ability to interact positively and professionally with at-risk youth from widely diverse cultural and socioeconomic backgrounds and with varying levels of social and interpersonal communications skills, with the ability to gain the respect, confidence and cooperation of youth, and to interact with youth with problems in a positive, patient and caring manner while maintaining appropriate discipline and structure.
  11. Ability to interact positively and objectively with judges, law enforcement officers, officers of the court, managers, supervisors, employees, external consultants and members of the general public from a wide range of cultural and socio-economic backgrounds and with varying levels of interpersonal communication skills.

Notes:
  1. Employees in this classification must be able to pass a stringent background investigation.
  2. Verbal and written fluency in Spanish, Thai, Lao or other language commonly spoken by one or more demographic groups represented in the population strongly preferred.

Physical Requirements:

  1. Must maintain freedom from tuberculosis, as certified by appropriate medical testing.
  2. Must possess sufficient visual acuity, with or without corrective lenses, to visually monitor facility residents in all activities.
  3. Must possess sufficient auditory acuity, with or without audio-logical appliances, to monitor residents in all activities.
  4. Must have the ability to detect smoke, fire and contraband in the facility.
  5. Must have sufficient mobility, with or without assistive devices, to supervise and observe residents participating in recreational and work activities in all areas of the facility, and to participate in said activities as necessary.
  6. Must have sufficient mobility, strength and dexterity to search individual resident housing areas for contraband and weapons.
  7. Must possess sufficient strength and mobility to subdue and restrain residents when necessary.

Working Conditions: 

May be exposed to physical violence while attempting to subdue or restrain a resident or to exert control during a group disturbance. May be exposed to blood borne pathogens while attempting to subdue or restrain a resident.
