PacArctic, LLC, a Koniag Government Services company, is seeking an experienced Management and Program Analyst with a TS/SCI eligible (SBPR within past 7 years) to support PAC and our government customer in Washington, DC.

Position Overview:
PacArctic, LLC is looking for a highly qualified, experienced, and self-motivated individual to perform the duties of a Management and Program Analyst. The Management and Program Analyst position performs a wide range of complex duties, providing direction, advice and guidance to organization staff and managers in the areas of management analysis, program management, organizational design, training program development and management as it relates to program management, budget execution, procurement, and human resources management.

Essential Functions, Responsibilities & Duties may include, but are not limited to:
Management and Program Analyst Tasks:
  • Serves as a liaison and key point of contact to the organization for long-range planning and forecasting of program and management matters, and the planning, organizing, directing and implementing of the organization’s related studies, requirements and policies.
  • Prepares and contributes substantive and technical input and guidance to reports and other presentations on program planning and evaluation.
  • Support front office personnel (Director of Security, Deputy Director of Operations, Deputy Director of Support) in developing bureau initiatives and building teams to support them.
  • Support the bureau’s internal and external outreach efforts by promoting all services and educational programs Evaluates options and develops specific operational plans appropriate to the issues impacting USAID operations.
  • Support the agency’s response initiatives through inter-agency response strategies and evaluate the effectiveness of these plans
  • Writes correspondence, reports, or other documents related to work assignments or developmental activities conducted under broad supervisory guidance.
  • Gathers, interprets, and analyzes information for correspondence, report, etc. Records information necessary for reports.
  • Plans and carries out a wide variety of tasks to participate in the planning and execution of major liaison activities in support of administration initiatives.
  • Develops and implements plans designed to enhance relationships with internal and external stakeholders.
  • Plans public meetings, briefings, and other activities in support of organizational programs for the Director of Security (D/SEC) or as directed by the D/SEC to support other key personnel in the Office of Security.
Work Experience, Knowledge, Skills & Abilities:
  • Must be a U.S. citizen and possess and maintain a Top-Secret clearance level.
  • Three to five years of experience, education, and/or training that has provided an extensive knowledge of international security programs.
  • Verbal and written communication skills: Must be capable of articulating thoughts, ideas, and opposing points of view through all forms of communication with both internal and external government agencies to effectively carry out the duties of this position. Must be proficient in crafting all types of correspondence that reach their target audience with clarity and comprehension to include the senior management level.
  • Technical experience skills: Must demonstrate the ability to meet deadlines and to exercise efficiency in planning, prioritizing, and accomplishing assigned physical security related tasks.
  • Analytical skills: Proactive, flexible, attention to detail, and organizational skills required. Excellent written and spoken communication, presentation abilities, and teamwork skills required.
  • Bachelor’s Degree (preferred)
Working Environment & Conditions
This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.
The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
