The primary purpose of this position is to serve as a professional general engineer, performing design, project programming, construction management/monitoring duties and improvement projects of real property facilities and infrastructure, including utility systems in support of a military installation.
BASIC REQUIREMENT:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: Professional registration or licensure, Written Test, Specified academic courses, or Related curriculum. GS-09 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes possessing knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments; knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives; and knowledge of the occupation to perform studies and prepare reports, documentation, and correspondence to communicate factual and procedural information clearly.

EDUCATION (GS-09): Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in engineering or a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or a bachelor's degree in engineering with Superior Academic Achievement and one year of appropriate professional experience; or successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and one year of appropriate professional experience. GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of multidisciplinary engineering theories, concepts, principles, standards, and methods sufficient to determine and/or execute actions for a wide range of assignments involving combinations of complex features; knowledge of engineering standards and methods to formulate, execute, advise on, and explain recommendations or solutions to modify standard practices, equipment, devices, processes, and techniques and resolve a wide variety of complex problems; and knowledge of advanced processes and practices to provide oversight and direction; to adapt precedents or existing strategies to meet unusual needs or special demands; and to prepare, present, and evaluate plans, designs, reports, and correspondence.

EDUCATION (GS-11): Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices applicable to a broad range of engineering, construction management, life cycle management, etc. and related assignments; knowledge of design and construction practices and techniques in establishing design parameters and preparing project justifications and specifications; comprehensive knowledge of the installation/command mission and organization; and broad understanding of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
