The Payroll Manager supervises and coordinates the daily operations and activities of the payroll staff. This position will oversee employee payroll accounting, transactions, and reporting activities. They ensure that payroll is processed timely and accurately. This position assists in payroll calculations, deductions, insurance coverage, wage garnishments, tax filings and child support. They are also responsible for educating, sponsoring, coaching, counseling, and directing the needs of the payroll team members.
Job Description:
The Payroll Manager will have the following responsibilities:
- Maintains confidentiality of sensitive or private company, project and personnel information at all times.
- Supervises, reviews, and evaluates performance of assigned employees.
- Coordinates daily work activities and assigns work; organizes and prioritizes department workload; monitors work in progress and inspects completed work. - Recommends and assists in developing and implementing new and/or revised policies/procedures to ensure efficient processing of payroll and ongoing compliance.
- Works closely with Controller to assist internal and external auditors during audit process by providing documents, reports, and other payroll related reports upon request; implements procedural changes recommended by auditors.
- Ensures on-time and accurate completion of company payroll.
- Tracks Time-owed and maintains for EDD benefit audit purposes.
- Ensures payroll adjustments are accurately processed (trucking, pay scale adj. & subsistence).
- Manages and creates monthly union fee invoice/electronic reporting documents, etc. (including monthly report/payments for hours worked, by job each week).
- Reviews and identifies accuracy of all employment documents and information provided for new hires as it pertains to PR.
- Ensures up-to-date maintenance of payroll information including new hire entry, deletion and closeout of terminated employees and the maintenance of tax withholding and enters pay rate, car allowance, PTO/PSL changes in Vista.
- Completes Employment Development Department benefit audit requests upon receipt.
- Manages and assists with the compilation and/completes yearly information for reporting the ESOP census.
- Manages and assists with the compilation of information and completes a spreadsheet & individual notices for the yearly Employee Compensation Package.
- Provides for secure and effective storage of payroll documents.
- Ensures that completed documentation is filed promptly and in the proper locations.
- Ensures that files are purged annually, and appropriate documents are properly archived.
- Responsible for managing the accuracy Certified Payroll projects and special reporting including OCIP.
- Manage timecard entry portal. Train end-users as needed.
- Ensures proper processing and entry of job initialization information, including making & filing copies, logging client/customer, prelim & insurance information.
- Ensures distribution of weekly certified payroll reports and enters into the DIR and LCP Tracker databases when required.
- Manages and ensures the accuracy of Registration of all initial drywall work registrations into the Union drywall database by County and by State.
- Provides back up as directed for other administrative functions.
- Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
- Other duties assigned by supervisor and/or executive team.
- Participate in continued education and stay abreast of industry changes.
- Mentors and trains others for overall team development.
- Ensures effective backup in advance for coverage during times of absence.
Desired Skills & Experience:
Education:
- Required – Associates Degree in Accounting or related field or Fundamental Payroll Certification or Certified Payroll Professional or equivalent experience.
- Preferred – Bachelor’s Degree in Accounting, Business Management, or related field.
- Proficient with Microsoft Outlook, Excel, and Word.
Experience:
- Required – Minimum ten (10) years of experience in Payroll, which includes five (5) years of supervisory experience. Has experience effectively supervising team members and organizes work activities for other members of the team in a fast-paced office environment with responsibilities for payroll processing.
- Experienced working with the calculation and submission 401k contributions.
- Experienced with the calculations, reconciliations and filing of 941 forms.
- Experienced with the calculations, reconciliations and filing of DE forms.
- Experienced with reviewing and reconciling W2’s with W3 for accuracy.
