PACO is seeking a Senior Project Estimator to provide professional services to support the development of Capital Program Estimates for Passenger Stations and Parking / Track / Bridges and Tunnels / Communications / Signal / Shops and yards/ Employee Facilities/ Power / Environmental Remediation / Security / Ongoing Project Support.
Responsibilities
Develop, plan, and review project initiatives.
Support development of project documents/project estimates for selected projects in the 2025- 2044 Twenty Year Needs.
Perform field visits, take photos of existing conditions, and perform site assessments for estimating purposes.
Prepare and perform presentations for C&D, and LIRR user groups.
Prepare project scope documentation in accordance with Long Island Railroad and MTA C&D procedures.
Scopes shall be detailed so that a comprehensive estimate can be developed.
Perform detailed site investigations and support field assessments as required.
Prepare an order of magnitude conceptual estimates, preliminary budget, and definitive estimates.
Coordinate and support the development of LIRR Force Account labor/equipment crew requirements for each work component.
Coordinate and prepare all related documents.
Independently perform or assist with site investigations in the preparation, review, and/or modification of technical scopes and specifications.
Attend meetings as required.
Prepare order-of-magnitude conceptual estimates and project-level estimates.
Qualifications
An equivalent of 10 years of experience in the Engineering/Construction Cost Estimating field, emphasizing cost estimating.
Experience developing Project Level Budgets and Schedules.
NYS Driver’s License.
Skills
Knowledge of estimating.
Ability to comprehend design drawings, technical specifications, and other construction-related documents such as work plans/procedures/shop drawings.
Must be able to demonstrate practical communication skills.
Strong technical and project coordination skills.
Project duration
1 base year with 2 single-year options for a total period of three (3) years.
