Supporting the Most Exciting and Meaningful Missions in the World Jr. Grants Audit Specialist The U.S. Agency for International Development’s (USAID) Bureau for Humanitarian Assistance (BHA) in Washington DC receives applications from U.S. and non-U.S. applicants, many of which have not previously received U.S. government funding. BHA conducts pre-award and post-award activities to help mitigate risks to its awards. Macfadden, who supports USAID/BHA in funding humanitarian assistance programs, requires a Junior Grant Audit Specialist to support USAID/BHA’s pre- and post-award activities. Key Responsibilities Under the direction of a senior grants audit specialist, assist with pre-award activities of NGOs on a required basis so that BHA can make a responsibility determination based on the results per USAID policy in ADS 303. Perform reviews of non-U.S. NGO audit scopes of work to meet USAID requirements. Review annual NGO audit reports to ensure they meet USAID ADS 591 requirements and professional auditing standards. Interface with USAID on U.S. and non-U.S. NGO audit findings and draft Pre-Award Risk Assessment Determinations in accordance with ADS 303 and 2 CFR 200. Track audit status of all BHA NGO partners and any outstanding compliance and due diligence deficiencies. This position will require domestic and international travel for pre-award surveys, compliance reviews, and other work activities. Performance Criteria Prepare products independently with appropriate content and minimal errors and issue timely reports. Ability to work in a fast paced environment and consistently meet deadlines. Ability to interpret, communicate, and summarize audit findings and risks to non-financial professionals. Ability to pay strict attention to detail and quality and able to multi-task in a fast-paced environment. Education, Experience and Skills: Education/Experience: BS/BA Degree in Accounting, Finance, or a related field with a minimum of 2 years of audit experience is preferred. Education and experience working in or with various US Government Agencies in an interagency environment. Experience in identifying internal control weaknesses and instances of noncompliance and in developing corrective actions to address deficiencies. Audit experience and knowledge of the management of U.S. government grants, cooperative agreements or contracts. Requires familiarity of internal controls and compliance. Knowledge of and experience applying Generally Accepted Accounting Principles (GAAP) and Generally Accepted Government Auditing Standards (GAGAS). Technical skills in accounting and financial requirements (e.g. CPA, Public Accounting) are preferred. Familiarity with the FAR, ADS, CFRs, OMB Circulars and other directives governing U.S. Government awards. Proficiency in utilizing various systems such as: MS Word, MS Excel, MS PowerPoint, MS Outlook, MS SharePoint, and Google Suite. Requires effective verbal and written communication; ability to communicate well with the client and grantees. Performs additional activities as requested by BHA management, including audit research analysis and tracking. Must be able to obtain a security clearance. Physical Requirements While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
