Amentum / PAE / Macfadden is seeking a Training Specialist to support USAID’s Bureau for Humanitarian Assistance ( BHA ) in Washington, DC.
USAID’s Bureau of Humanitarian Assistance (BHA) leads and coordinates the U.S. Government’s humanitarian assistance efforts overseas in response to natural disasters and protracted crises. The bureau also supports early recovery efforts that restore and protect basic systems and services and invests in risk reduction programs that prevent or reduce risks associated with chronic and recurrent hazards. Macfadden serves as an Institutional Support Contractor to USAID, where day-to-day work assignments and oversight are provided by BHA office directors, deputy office directors, or technical leads, with formal supervisory and evaluation functions performed by a Macfadden contract supervisor.
G3PC serves as the principal focal point for humanitarian policy development, engagement, and institutional relationships with international organizations and other donor governments. The GCLD Division focuses on trainings for different parts of the USG Interagency and BHA staff specifically related to BHA’s role in humanitarian assistance and disaster response, as well as humanitarian response coordination. The L&D Team is responsible for developing, maintaining, and tailoring humanitarian assistance courses for different audiences. The Training Specialist is an integral part of the L&D Team, providing support for all course design and delivery.
The Training Specialist will:
- Support the Learning and Development (L&D) Team within the Global Capacity and Leadership Development (GCLD) Division in BHA’s Office of Global Policy, Partnerships, Programs, and Communications (G3PC).
- Support GCLD’s strategy for internal and external education and training courses on humanitarian assistance, international humanitarian architecture, and disaster response issues.
- Work effectively as a team member with the L&D Team, GCLD Division, and other members of the broader G3PC Office.
- Maintain strong understanding of the USG interagency, humanitarian policy issues, BHA’s coordination responsibilities, and response operations that contribute to BHA’s training strategy for external partners.
- As part of the L&D team, assist in the development of more detailed strategic plans for training for the intra- and inter-agency.
- Analyze training needs and requirements to develop new training programs or modify and improve existing programs.
- Assist in planning, developing, and providing training using knowledge of the effectiveness of methods such as classroom training, demonstrations, online platforms, meetings, conferences, and workshops.
- Support course design from inception to final product of external training courses, specifically applying the principles of adult learning design for both synchronous and asynchronous (e.g. online courses) learning.
- Support the development and organization of effective training manuals, multimedia visual aids, and other educational materials using a variety of media.
- Evaluate effectiveness of training programs and provide recommendations for improvement.
- Support development of course evaluation procedures and conduct follow-up review of all completed training to evaluate and measure results.
- Coordinate, support, and ensure availability of facilitators, panelists, and guest instructors for courses.
- Provide support on the registration process and all administrative and logistics requirements to hold a training course.
- Support appropriate scheduling and coordination of training, including logistical support.
- Help coordinate and schedule training support required from other G3PC Office members, including with BHA’s Information Technology (IT) team to ensure that all technical elements of the training (e.g. slides, video, video teleconferencing, etc.) are set up for delivery during the training.
- Build solid cross-functional relationships and maintain internal and external BHA relationships.
- Draft and implement plans and timelines of major activities that must take place to host the various humanitarian training courses, e.g. registration, printing materials, IT support, etc.
REQUIREMENTS
- Must be able to obtain and maintain a minimum of a Facility Access Clearance (FAC) or Secret Security Clearance issued by the US Government for the duration of your employment on this contract.
Education:
- Must have at least 6 years of directly related experience with a Master’s degree, 8 years of directly related experience with a Bachelor’s degree, or 10 years of directly related experience without a degree. Additional advanced degrees may be used to replace years of experience.
Experience:
- Must have progressively responsible professional experience working on training and curriculum development.
- Requires experience developing training programs for adult learners and executives in an international setting.
- Must have experience with emergency relief and/or international humanitarian assistance issues.
Skills:
- Must have excellent verbal and written communication skills.
- Requires strong presentation skills.
- Must be adept with a variety of multimedia training platforms and methods.
- Requires the ability to design and implement effective training and development.
- Computer proficiency is required to include strong applied knowledge MS Office Suite (Word, Outlook, Excel, PowerPoint, Access), as well as email and internet applications.
- Must be able to excel in a dynamic, fast-paced work environment and be able to effectively shift priorities and multi-task.
- Must have excellent organizational skills and must be reliable.
Physical Requirements:
- While performing the duties of this job, the employee is regularly required to talk, hear, and use hands to finger, handle or feel objects, tools, or controls. The employee is occasionally required to reach with hands and arms. Specific vision abilities required by this job include close vision. The employee must occasionally lift or move up to 25 pounds.
