What You'll Get to Do:


Trade Compliance Related Activities

  • Support management of timely and accurate import and exports in compliance with government regulations, corporate policies and procedures within the organization
  • Monitor changes in tariff or duty related programs including but not limited to HTS, Schedule B, ECCN, license exemptions, CVD and ADD, Section 301, 201, CN duty exemptions. Evaluate impacts assess and execute activities to mitigate. Monitor any changes in sanctions, embargoes and country controls as well as evaluate, analyze, act on or manage actions on tasks; report as required.
  • In coordination with Business Units, PNA Customs Compliance manager and PNA legal, coordinate qualification of goods, establish process and training and manage SPI, such as USMCA, GSP, etc., related certificates and entry audits.
  • Support post entry activity in coordination with PNA Customs Compliance Manager and broker including but not limited to Post Summary Corrections, Protests, Prior Disclosures, Voluntary Tenders.
  • Support classification and analysis and product dictionary maintenance by responding to inquiries, ensure all items have accurate product descriptions, appropriate tariff classifications, country of origins, ECCNs and free trade Agreement indicators. Where required coordinate binding rulings with PNA Customs Compliance and legal.
  • Execute audits related to imports, exports, classification, free trade agreements, etc. Monitor exports and export control activity, coordinate evaluation and application and maintenance of licenses and permits on behalf of the Business Unit and export service providers if required.
  • Position may support, develop processes, monitor and report on activity or requirements related to drawback or other duty and tax claims. Provide drawback and Business Unit management and finance information to facilitate refunds as needed.
  • Position may support some CTPAT or other Trade Compliance functions as determined in the course of business.

Manage and Report on Activity

  • Develop, execute and communicate KPIs, metrics, and results related to department compliance, accuracy, productivity, and efficiencies
  • Manage, monitor and report on post entry, drawback, CN duty exemption activity as well as other as required.

Process Improvement

  • Support update and assessment of Trade Compliance Policy, Customs Compliance Manual and Import and Export Ops Manual to identify, develop and maintain Business Unit specific process flows and process documents as it relates to product movements, bonded zone activity, customs entry, duty deferment programs, drawback and cross dock and other customs and logistics activities.
  • Candidate should actively contribute feedback on Trade Compliance policies established by PNA FTZ and Customs Compliance Management and Legal.
  • In coordination with Business Unit and PNA Customs Compliance Manager, identify, develop and deliver trade compliance training to identified team members.
  • Communicate corporate level information, bulletins, and training to internal Business Unit team members to ensure understanding of trade compliance related requirements.

What You'll Bring:

  • Candidates for this position should possess a strong working knowledge and direct experience in import and export activities and Customhouse brokerage.
  • Candidates for this position should also possess a practical knowledge of CBP compliance best practices and regulations.
  • Candidate must work on assignments requiring considerable judgment and initiative, work independently and make decisions as required with minimum supervision and have an understanding of the implications of work and make recommendations for solutions. Candidate must have ability to develop and deliver activity and performance reports as needed.
  • Candidates must have excellent attention to detail and the mental capability to troubleshoot and solve problems of high complexity or difficulty, as well as problem solve in a proactive, methodical manner. Must be able to work effectively under the pressure of deadlines and comprehend complex issues.
  • Candidates for this position should have excellent communication and interpersonal skills, be self-motivated and be capable of working as part of a team or alone.
  • Proficiency with Microsoft Office with emphasis on Excel, Power Point, and Power BI along with a well-developed ability to read, write, and speak English.
  • Candidates for this position should possess an undergraduate degree in supply chain logistics and distribution, finance, accounting, international business or a similar field of study or possess a minimum of 6 years practical experience in handling customs and international trade related issues, product classification, qualification of goods for free trade agreements OR equivalent experience. A current customs broker’s license is desired but not required.
  • Federal Background Check and Fingerprinting Required

Scope

Job responsibilities are carried out in a work environment that consists of both recurring and non-recurring work situations. Job involves a high degree of detail and complexity. Job tasks will be performed under moderate supervision.

Problem-Solving

Decisions are made within prescribed company policy guidelines and constraints; however, independent judgment is often needed in identifying and resolving discrepancies. Errors can cause delays in delivery of goods or result in CBP penalties. Excessive errors may ultimately affect Panasonic’s import and export process and result in a higher risk designation by CBP and thereby increase the company’s exposure to penalties, exams, or audits. This will involve meeting necessary deadlines on a regular basis to comply with Customs regulations.

Communications

Contacts occur with others inside of Panasonic as well as with third party warehouse staff, CBP officers, third party service providers, and government officials. Contact will so involve working with Internal IT and outside software vendor when problems with software occur and need to be resolved.
