Primary Purpose
Responsible for the management of current virtual health technology solutions, researching and determining innovative virtual/digital health solutions that are in alignment with departmental and organizational programs and strategies, development of highly reliable experiences for patients and staff, as well as optimal outcomes, and staff supervision. Lifecycle management of technology solutions to enable, support, maintain, measure, and triage Virtual Care. Coordination of implementation with the Manager of Virtual Programs and IT, coordination of training, procuring hardware, and maintaining inventory of the hardware utilized.
Minimum Specifications
Education
- Must have a bachelor's degree in Computer Science, Business Administration, or a related field.
Experience
- Must have a minimum of 2 years' experience supporting an organization with Epic as the EHR.
- Must have telemedicine/telehealth support experience OR experience supporting technology solutions.
- Experience in the deployment and support of technology solutions within a large healthcare organization.
Certification/Registration/Licensure
- Must have or obtain a certification in Digital Health, Telehealth/Telemedicine, Virtual Care, or approved related certification within 1 year of employment.
Skills or Special Abilities
- Must demonstrate excellent verbal and written communication skills, and the ability to relate effectively with diverse groups of Parkland employees.
- Must be able to develop system specifications and decision flows, in the form of flow charts or equivalent techniques, from written business requirements.
- Must be able to demonstrate a solid (everyday use) working knowledge of computer products depending upon the technical environment.
- Must be able to demonstrate critical thinking skills.
- Must demonstrate an understanding of patient data and the use of this data in a healthcare environment, as applicable.
- Must demonstrate the ability to interact and collaborate with others to gain understanding and common framework for organizational support and crisis management
- Must demonstrate knowledge of project management, lifecycle management, solution deployment, and solution management

Responsibilities
- Plans and develops strategies for the overall performance and direction of virtual care programs in technical services resources that support the goals and objectives of Parkland Health and the Virtual Care department.
- Formulates and defines system scope and objectives for the virtual care programs. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of results.
- Responsible for maintaining and improving virtual care hardware processes to ensure they provide the needed results for Parkland departments. This includes evaluating and scheduling of requests for revisions and/or additions to existing systems.
- Plans, analyze, and recommends new software and hardware improvements to ensure that the virtual care services remain technologically current
- Establishes, implements, and reinforces departmental technical standards to ensure adherence of administrative policies within Parkland Health and to promote effective system operations.
- Responsible for quality assurance reviews as needed to ensure quality applications
- Oversees and facilitates the installation and maintenance of virtual care systems, hardware, and software
- Identifies and recommends upgrades and changes to hardware and software, maintaining efficient and effective operations in the organization with relations to virtual care programs
- Ensures the development of project plans and schedules for one or more phases to ensure that work is carried out in accordance with approved priorities and realistic timelines.
- Assists with the development, implementation, and evaluation of annual goals and objectives for the team which are consistent with Parkland and division mission
- Assists with the development and administration of the annual budget (capital and operating) to ensure that the team has the necessary funds to carry out established goals and objectives. Monitors charges and supplies, initiates orders and requisitions, and supervises capital improvements.
- Serves as a technical and content resource and role model to ensure design and build meet the defined scope, objectives, and timeline of the project while providing a thorough and efficient solution.
- Responsible for maintaining appropriate program and system documentation in accordance with department standards. Creates and maintains technical specifications and documentation of all programs and applications supported to ensure quality of information
- Selects, trains, supervises, motivates, and evaluates assigned staff. Serves as a role model and resource. Evaluates staff competencies and delegates tasks effectively. Directs staff meetings, interviews, trains, counsels, and provides other personnel activities to ensure that clinical activities meet department and Parkland Health goals and mission objectives.
- Maintains a cooperative working relationship with client departments, senior management, vendors, and other hospitals to ensure that information needs can be identified and met.
Job Accountabilities
- Identifies and analyzes the design of jobs, work processes, workflows, etc. for the area and implements appropriate changes to improve effectiveness, productivity, and efficiency that support the overall goals of the department and Parkland.
- Stays abreast of the latest developments, advancements, and trends in the field by attending seminars/workshops, reading professional journals, actively participating in professional organizations, and/or maintaining certification or licensure. Integrates knowledge gained into current work practices.
- Maintains knowledge of applicable rules, regulations, policies, laws, and guidelines that impact the area. Develops effective internal controls designed to promote adherence with applicable laws, accreditation agency requirements, and federal, state, and private health plans. Seeks advice and guidance as needed to ensure proper understanding.
- Develops and monitors annual budgets that ensure the department has the necessary funds to carry out the goals and objectives that have been established for the department.
- Develops, implements, monitors, and revises annual goals and objectives for the department that support the missions and objectives of Parkland.
- Selects, trains, schedules, motivates, supervises, and evaluates employees making recommendations for disciplinary actions up to and including termination, to ensure maximum utilization of individual and group capabilities. Ensures that assigned employees receive opportunities to further their knowledge.
