SUMMARY
Partner Engineering and Science, Inc. is looking to hire a Registered Professional Engineer to support Mechanical, Electrical, and Plumbing (MEP) assessments of commercial properties across the country. This position is responsible for self-performing MEP and Fire Life Safety (FLS) system assessments as part of our Integrated Facilities Solutions team at Partner Engineering and Science, Inc. This position is expected to contribute primarily to two of our service offerings:
- Equity-Level Property and Facility Condition Assessments (PCAs and FCAs)
- Asset Data Collection & Management (ADC&M)
Additional work may include expanded MEP/FLS specialist consulting service offerings, such as energy efficiency consulting and audits, indoor air quality assessments, or other client needs.
RESPONSIBILITIES
Self-performs MEP/FLS assessments and prepares the associated reports, inventoried asset datasets, cost tables, and other deliverables. The scope of MEP/FLS assessments may consist of:
- Self-perform site visit(s) consisting of a "walkthrough" survey focusing on major MEP/FLS areas, and representative observation of accessible tenant spaces, common areas, roofs, sitework, etc., in order to provide:
- A detailed report narrative describing the existing systems installed, including an analysis of the existing conditions, significant deficiencies, and/or evidence of deferred maintenance.
- A photo log appendix to show a general overview of systems, equipment, and observed conditions.
- An equipment inventory list for main MEP system equipment and key asset data information, such as manufacturer, model and serial numbers, manufacture data, and capacity sizes.
- Associated opinions of cost to address any observed building deficiencies and/or deferred maintenance in the immediate and short-term, as well as over a reserve period by analyzing the Remaining Useful Life (RUL) of the systems and equipment.
- Conduct visual assessment of heating, ventilation, and air-conditioning (HVAC) equipment and evaluate the general quality, condition, level of maintenance, and capacity of existing systems.
- Including review of setpoints, schedules, and system capabilities of existing building automation systems (BAS) and/or central HVAC control systems, as applicable.
- Conduct visual assessment of major electrical systems, such as service entrance equipment (e.g., switchgear, transformers, etc.), sub-distribution equipment (e.g., panelboards, motor control centers, etc.), interior and exterior lighting systems, and emergency back-up power equipment (e.g., generators, uninterruptible power supply, etc.).
- Conduct visual assessment of plumbing systems including domestic supply, waste, and vent piping, as well as plumbing fixtures, water heating equipment, and any pumps.
- Conduct visual assessment of fire protection and life safety systems including fire suppression systems, fire alarm systems, smoke evacuation equipment, and other notification systems.
- In order to better comprehend the condition of the building and its MEP/FLS systems:
- Conduct in-depth interviews with property owners, management personnel, facility engineers, third-party service providers, and local government officials to develop an understanding of current facility operations, conditions, historic repairs/replacements, and/or any planned or on-going major capital improvement projects.
- Conduct in-depth review of available construction documents, as-built drawings, system sequences of operation, equipment specifications, repair/improvement cost information, maintenance reports and logs, Building and Fire Department inspection reports, etc.
- Communicate with clients and management to discuss and develop solutions to recognized MEP/FLS system concerns, as well as customized consulting solutions and capital planning for clients; and
- Perform other duties as assigned.
- No formal supervisory responsibilities in this position.
- Some project overview supervision when assisting with large scale projects where responsibilities may include:
- Developing and updating no-code software field data collection tools.
- Training the field survey team via webinars and/or in-person on-site.
- Compiling and performing Quality Assurance/Quality Control (QA/QC) tasks to ensure consistent databases and other deliverables; and
- Working with clients to verify the databases and other deliverables meet their expectations
MINIMUM QUALIFICATIONS AND EDUCATION
- Bachelor’s (BA/BS) or higher in engineering, architectural, or other building related degree program.
- Entry-level or experienced role with a solid understanding of all major MEP/FLS systems and associated equipment needed.
- Desirable, but not required include:
- Engineering & Business: FE/EIT, PE, PMP, CBCP
- Facility Management: FMP, CFM
- Cost Estimation: CCP, CEP
- Energy: CEM, CEA, CMVP

- Excellent time management and organizational skills. The position requires simultaneously managing electronic deliverables for several ongoing assignments.
- Advanced knowledge of computer software - i.e., Microsoft Office Suite products, such as Word for writing property condition reports, Excel for cost estimating and data analysis, PowerPoint for presentations and training, etc.
- Experience using no-code software solutions, such as Fulcrum and ESRI based technology, as well as Microsoft Power BI, are additional desired skills/abilities.
- Ability to cultivate strong relationships within a team
- Proficient with standard business applications, including Microsoft Office Suite (Excel, Word, PowerPoint, and Outlook)
