The Partnership for Children of Essex (PCE) is a non-profit organization dedicated to creating a pathway for hope and improving the quality of life for youth and their families.

Partnership for Children of Essex (PCE) is currently seeking an Operations Manager: 

We are looking for an exceptional individual who is motivated and committed to providing outstanding service each and every day to children and families in Essex County.

Key responsibilities include:

  • Advance the mission and values of the Partnership for Children of Essex.
  • Assist Director of Care Management Operations in various assigned responsibilities including but not limited to matters directly relating to program coordination, development and child and family services.
  • Supervise up to 5 Care Manager Supervisors to coordinate the effective production of high-quality service and resource management. 
  • Supervise additional Care Manager support positions as identified by Director of Care Management Operations.
  • Meet with the Director of Care Management Operations for supervision meetings and to provide critical information regarding quality service delivery, resource/ training requirements and care manager caseload.
  • Attend and lead applicable internal agency meetings, and trainings.
  • Facilitate and participate in PCE’s youth consultation meetings.
  • Participate in CSOC youth consultation meetings.
  • Organize and facilitate debriefings with Care Managers and Supervisors.
  • Attend all applicable external/ community meetings as assigned by Director of Care Management Operations.
  • Participate and facilitate formal and informal presentations in the organization and throughout the community on the missions and goals of PCE.
  • Collaborate with the Community Resource Department to identify gaps in community resources for special populations and assist in the development of new resources.
  • Collaborate with the Quality Assurance Department to monitor applicable data elements and analysis regarding quality-of-service delivery and to identify resources gaps.
  • Collaborate with the Training Department to identify training needs and communicate areas of development for staff.
  • Assist with the development, implementation and maintenance of care management forms, policies, and procedures.
  • Consult on service plans with Care Managers and Supervisors by participating in Child and Family Team meetings, case conferences and supervision.
  • Monitor Power Bi to review important benchmarks indicating quality care management and identify any trends in data.
  • Review and assign daily youth admissions to Care Manager Supervisors.
  • Review monthly backbilling report and identify any trends in Team’s performance.
  • Facilitate oversight of the transition of any youth transfers to/from PCE to other CMO’s.
  • Provide on-call coverage on a rotating basis as a backup to the on-call Care Manager and Supervisor.
  • Maintain relationships with providers and system partners to ensure collaboration across child-serving systems.
  • Other duties as assigned by the leadership team.

Qualifications:

  • Master’s degree in social work, psychology, or counseling. 
  • Active LAC or LSW licensure required. LPC or LCSW preferred. 
  • Minimum of five years in child welfare, children’s behavioral health, juvenile justice, special education, or a related public sector of human services or behavioral health position working with at risk children and families. 
  • Minimum of two years of supervisory experience. 
  • Embraces the mission, philosophy, and values of the Partnership for Children of Essex. 
  • Knowledge of clinical assessment, family systems and childhood development, with community- based experience preferred. 
  • Knowledge of roles and functions of CPS, CSOC and Department of Children and Families. 
  • Clinically and culturally competent. 
  • Knowledge of the Essex County community preferred. 
  • Computer proficient with excellent writing skills. 
  • Excellent public speaking skills. 
  • Ability to work with energy and enthusiasm on a successful team. 
  • Experience with community relations and resource development a plus. 
  • Prior wraparound experience a plus. 
  • Must possess a valid driver’s license and access to personal transportation. 
  • Must pass a criminal background check. 
  • Bi-lingual skills a plus.
