DESCRIPTION

Work Schedule: Tuesday-Friday 8:00 a.m. - 4:30 p.m. and Saturday 7:00 a.m. - 3:30 p.m.

Under direction, the position performs duties that oversee the Maintenance services of the District. The position is responsible for organizing the work of skilled trades and journey level staff at all District locations, approve time off, evaluate subordinate staff, conduct daily inspections of areas under responsibility, and maintain inventory of supplies and equipment.

EXAMPLE OF DUTIES:

1. Organizes skilled trades projects and maintenance for all District locations to ensure that all electrical, HVAC, carpentry, painting, plumbing needs are addressed.
2. Analyze employee performance to develop employee performance evaluations and devise strategies to address performance issues.
3. Ensures that subordinate staff attend safety trainings and maintain appropriate certifications to operate certain pieces of equipment; conducts monthly staff meetings/trainings to promote safe work place practices.
4. Reviews purchase requisitions and delivered shipments to ensure that orders are accurate in terms of pricing, quantity, materials, supplies, and equipment.
5. Participates in the District's recruitment process to assist the supervising managers in the hiring of full time, part time custodial staff.
6. Travel to District satellite locations to assess the scope of skilled trades projects, organize operations, and resolve problems as they arise.
7. Schedules staff work assignments.
8. Engages in progressive discipline.
9. Performs timekeeping functions, prepares attendance logs, overtime assignments, accident reports, and other reports as necessary to ensure compliance with bargaining unit contracts, and District policies and procedures.
10. Conducts daily inspections to take corrective action, report needed repairs and/or deficiencies to appropriate supervisor(s), and verify successful completion of work orders.
11. Develops projects by creating a scope of work, including but not limited to, project plans & specifications, schedules, and cost estimates; directs staff to complete projects.
12. Inspects the work of staff to ensure quality of workmanship, accuracy, and adherence to facilities services standards and applicable building codes and standards.
13. Develops a preventative maintenance program for equipment related to the skilled trades to ensure that equipment is repaired and replaced
14. Provides temporary basic assistance and support to supervised Craft and Trades workers by performing activities such as, but not limited to; the use of tools and equipment necessary in the execution of specified work.
15. Study blueprints, design specifications, or manufacturers' recommendations to ensure the proper installation, or configuration, of equipment and components.
16. Comply with all applicable standards, constructions codes, policies, and safety procedures for area under responsibility.
17. Performs related duties as assigned.

EDUCATION AND EXPERIENCE:
1. A high school diploma, or the equivalent.
2. Four (4) years of experience working in the skilled trades in a journey level capacity
3. Two (2) years of experience supervising maintenance and construction work

NOTE:
A Bachelor's Degree in Business Administration or a related field such as public administration, construction management, or construction technology may replace the two (2) years of supervisory experience required.

KNOWLEDGE, SKILLS AND ABILITIES - May be representative, but not all-inclusive, of those knowledge, skills and abilities commonly associated with this position.

KNOWLEDGE OF:
1. Best practices and techniques in performing electrical, locksmith, HVAC, plumbing, carpentry, and painting work
2. State and local construction codes such as, but not limited to, the Division of State Architect (DSA), Cal OSHA, and the Americans with Disability Act
3. Skilled trades tools, common hand tools, and equipment
4. Basic math skills
5. Building construction, energy management systems, complex building and mechanical systems, and fire life safety systems.
6. State and local safety codes, standards, practices and methods related to Cal OSHA and the Americans with Disabilities Act (ADA) standards
7. Collective bargaining agreements.
8. District policies and procedures related to risk management and the hiring of classified and unclassified staff
9. Cloud based work order system
10. General office software, Enterprise Resource Planning (ERP) software, and time keeping software

SKILL TO:
1. Apply knowledge of best practices and techniques in performing electrical, locksmith, HVAC, plumbing, carpentry, and painting work to inform and inspect the work that is performed.
2. Ensure compliance with state and local construction and safety codes
3. Apply knowledge of basic math to make measurements and calculations
4. Apply knowledge of building construction, energy management systems, complex building and mechanical systems, and fire life safety systems. to inform the development of various systems in new buildings
5. Use specific trade tools, common hand tools, and equipment to install and maintain a variety of systems
6. Apply knowledge of collective bargaining contracts to enforce attendance procedures, discipline procedures, and appraise employees
7. Apply knowledge of the District's hiring processes and worker's compensation to ensure compliance with the guidelines governing work related incidents, OSHA requirements, safety trainings, and the hiring of classified and unclassified staff
8. Use time keeping software to verify and approve the use of paid time off for subordinate employees
9. Use general office software to develop reports and communicate with District staff
10. Use ERP software to monitor the area budget and develop purchase requisitions

ABILITY TO:
1. Maintain a valid Class C Driver's License
2. Effectively analyze technical drawings and blue prints
3. Effectively follow provisions of collective bargaining agreements and District policies
4. Effectively promotes equitable distribution of work assignments and schedules.
5. Effectively manage staff to attain desired goals and objectives
6. Effectively ensure that repairs of deficiencies are addressed in a timely fashion.
7. Monitor the skilled trade budget to effectively recommend the purchase of supplies, equipment, the maintenance of equipment, or the use of contracted services
8. Effectively make recommendations for skilled trade projects, the repair/replacement of materials and equipment, and the purchase of supplies.
9. Organize, schedule and conduct trainings related to OSHA requirements and work place safety
10. Communicate effectively, orally and in writing
11. Develop and maintain collegiate relationships with District staff and outside vendors

PHYSICAL ABILITIES AND WORK ENVIRONMENT - Activities and environmental or atmospheric conditions commonly associated with the performance of the functions of this job. The physical demands and environmental conditions described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position will require to continuous (5.6 hours to 8 hours per shift) exhibit the ability to communicate to perform all essential functions.

The position is required to frequently (2.6 hours - 5.5 hours shift) exhibit the ability to stand, walk, and use of sight while inspecting the work of subordinate staff, and to conduct daily inspections of all district spaces under supervision.

The position requires the ability to occasionally (31 minutes - 2.5 hours per shift) to sit and exhibit fine manipulation to operate a computer, to operate district vehicles to travel to off campus District locations, and to grasp objects while performing skilled trade functions. The position will require occasional use of colored sight to ensure proper maintenance and identify various hazards.

The position requires the ability to seldom (30 minutes or less per shift) bend at the waist, stoop (slight bend at the knees), squat, kneel, reach above shoulder level, reach below shoulder level, push, pull, lift, and carry objects weighing 11 lbs - 25 lbs to inspect the work of subordinate staff and while conducting daily inspections and to retrieve miscellaneous office supplies

WORKING CONDITIONS:
The position will continuously (5.6 hours to 8 hours per shift) work with customers, end users, and the general public while organizing maintenance operations for the District.The position will frequently (2.6 hours - 5.5 hours shift) work in an indoor/outdoor working environment exposed to weather that can be cold, mild, or hot. The position will frequently (2.6 hours - 5.5 hours shift) work around dust or airborne particles, caustic chemicals, hazardous chemicals, sharp tools, and around conditions that contain a risk of electrical shock. The position will occasionally (31 minutes - 2.5 hours per shift) work in an indoor office environment, in high heights and constrained spaces.
