QUESTIONS
Involves analytical and technical support in business endeavors, debt issuances, operating and capital budgets. Provides key support to merger and acquisition activities, ensures reports are filed and regulatory requirements are met. Performs a wide range of financial planning and analysis (FP&A) work and presents results to management. Assists in the monitoring debt positions of Public Infrastructure funds including financial reporting, accounting, rating agency surveillance, and all associated compliance metrics. Conducts continuing analysis and research on debt positions relative to the market, industry peers and to the unit’s historical trends and coordinates communications with applicable advisors, counsel, and other agencies. Tracks and records regulatory reports, performs fund audits, and reviews financial statements. Creates and implements analytical and decision models, develops procedures, and advises on various transactions. Reviews monthly financials and creates P&L and other related analyses. Monitors fund balances, produces cash flows and P&L statements, and analyzes revenue streams. Reviews end of year financials, corresponds with internal and external audit functions and recommends and executes accounting entries where necessary. Performs other related duties as assigned.
- Knowledge of Financial Metrics and Enterprise Fund operations.
- Knowledge of GASB regulation, Generally Accepted Accounting Principles and Associated Practices (GAAP) utilized in governmental budgeting and cost reduction.
- Knowledge of automated and financial system(s) in relation to billing, cost accounting, and operation and maintenance.
- Knowledge of external financing markets, methods and regulations including debt financing.
- Knowledge of general philosophy, principles and objectives of the operating department or unit.
- Knowledge of the methods and procedures involved in budget preparation, maintenance and control.
- Knowledge of principles and methods of data collection, statistical analysis and social research procedures.
- Knowledge of Florida local government budgeting, auditing and accounting is preferred.
- Knowledge of computer operations to include Microsoft Office based applications.
- Ability to utilize Microsoft Excel and perform analyses including the use of pivot tables and formulas.
- Ability to develop and implement administrative procedures and to evaluate their effectiveness.
- Ability to establish and maintain effective working relationships with officials, other departments, employees and the public.
PHYSICAL SKILLS: The ability to communicate effectively using verbal, written or visual communication. Ability to operate computers, phones and general office equipment.
EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree or higher in Public Administration, Business Administration, Finance or Accounting or related field. Two (2) years' of experience in a position that involved financial planning and analysis (FP&A) and activities such as budgeting, debt management, statistical analysis, financial statement preparation, etc. Experience in a public sector is preferred.
LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license.
