JOB DESCRIPTION

 

TITLE:           Director of Early Childhood Education

 

 

QUALIFICATIONS:

 

  1. A valid New Jersey principal certificate or certificate of eligibility.
  2. A master’s degree or higher.
  3. At least six (6) years working in public education in the areas of teaching or educational support services with experience in preschool (early childhood) education; and school administration or supervision of educational programs.
  4. Training in preschool (early childhood) program planning, implementation, and curriculum.
  5. A valid New Jersey teaching certificate or educational support services certificate.
  6. Management and communication skills.
  7. Required criminal history background check and proof of U.S. citizenship or legal resident alien status.

 

REPORTS TO:           Assistant Superintendent of Curriculum and Instruction

 

SUPERVISES:           Teachers

                                Teacher Coordinator (Early Childhood Community and Parent

                                Speech Correction/Language Specialists

                                Other staff members as the Superintendent may designate.

 

PERFORMANCE RESPONSIBILITIES:

 

  1. Establish and promote high standards and expectations for all students and staff for excellent academic performance.

 

  1. Lead, manage, supervise, develop, and evaluate personnel supervised and other staff members as the Superintendent or his designee may designate in accordance with law, code, and Board policy.

 

  1. Coordinate all of the elements of a high-quality preschool (early childhood) program within the district, including all private providers and local Head Start agencies.

 

  1. Develop, prepare, administer, implement, and evaluate the preschool (early childhood) budget, program plans and professional development plan.

 

  1. Contribute to the development of the long-range facilities plans.

 

  1. Supervise recruitment and outreach efforts, registration, enrollment, and placement.

 

  1. Oversee contract compliance with private providers and local Head Start agencies.

 

  1. Ensure that each private provider and local Head Start agency implements a system of observation, feedback, and evaluation for classroom teachers and paraprofessional.

 

  1. Collaborate and communicate with the district’s Division of Special Education.

 

  1. Facilitate transition initiatives for students from preschool (early childhood) to elementary school.

 

  1. Meet regularly with private providers and local Head Starts agencies to foster collaboration and program implementation.

 

  1. Work on the selection, development, coordination, and implementation of the district’s curriculum.

 

  1. Develop, schedule, coordinate, implement, and monitor professional development of personnel supervised.

 

  1. Work with human resources division on staff recommendations for the recruitment, appointments, placement, promotion, transfer, discipline, and termination of personnel. Recommend the renewal or non-renewal of staff.

 

  1. Assist Principals, Assistant/Vice Principals, Supervisors, Department Chairpersons, and Instructional Chairpersons with guidance to teachers and paraprofessionals in the development, evaluation, and improvement of teaching.

 

  1. Administer strategies designed to help teachers and other professionals optimize student learning and development.

 

  1. Assist in long range and strategic planning for the district.

 

  1. Oversee, supervise, and evaluate teachers and paraprofessional through regular classroom visits, and offer staff positive suggestions relative to more effective approaches in individualized, small- group, and large-group instruction.

 

  1. Manage, evaluate, and supervise the operation and functioning of district programs and services listed below, consistent with the vision, mission, and goals:

 

  • Curriculum and Instruction
  • Early Childhood Education
  • Wraparound Programs
  • Private Providers and Local Head Start Agencies
  • Any and all other programs and services as determined by the Superintendent of Schools or his designee.

  

  1. Assist in the determination of types of programs needed by the schools and make appropriate recommendations.

 

  1. Work on the selection, ordering, coordination, maintenance, distribution, and inventory of all instructional materials, equipment, supplies, technology, and textbooks.

 

  1. Assist in the programming and scheduling of student classes and courses.

 

  1. Analyze district data and compile, prepare, and coordinate any district, state, and federal reports involving the educational services in the schools. Analyze and interpret formative and summative test data in conjunction with appropriate directors, principals, assistant/vice principals, supervisors, department chairpersons, and instructional chairpersons.

 

  1. Attend all meetings of the Board of Education, including Committee of the Whole meetings, unless excused by the Superintendent or his designee. Attend Board committee meetings as required by the Superintendent.

 

  1. Participate in staff meetings, administrator meetings, and committee meetings.

 

  1. Report on the status of district programs and services.

 

  1. Maintain copies of all necessary records and forms related to supervised programs and services.

 

  1. Prepare reports for the Superintendent and the Board as requested by the Superintendent.

 

  1. Interpret the programs and policies of the district to staff, students, and the community at large.

 

  1. Work with local, state, and federal agencies that provide services to students.

 

  1. Prepare district, state, and federal reports as required.

 

  1. Keep the staff informed and seek ideas for the improvement of the district. Conduct meetings as necessary for the proper functioning of the district.

 

  1. Maintain visibility with students, staff, parents, and the community, attending school functions regularly to demonstrate a genuine interest in the students and staff.

 

  1. Maintain effective communications with agencies and resources outside of the district, representing the district at community, state, and professional meetings.

 

  1. Continue to grow professionally through collaboration with colleagues and professional growth experiences. Summarize, interpret, and disseminate current developments in learning theory and research, instructional strategies, and program services through reading of professional journals, participation in professional development, and involvement in professional organizations.

 

  1. Protect confidentiality of records and information gained as part of exercising professional duties and use discretion in sharing such information within legal confines.

 

  1. Observe strictly and exceed, to avoid the appearance of conflict, all requirements of the School Ethics Act and board policy on vendor relations regarding conflicts of interest in employment, purchasing, and other decisions, including solicitation and acceptance of gifts and favors, and submit in a timely fashion the required annual disclosure statement regarding employment and financial interests.

 

  1. Adhere to New Jersey school law, State Board of Education rules and regulations, Board of Education policies and regulations, and contractual obligations.

 

  1. Participate in interview committees.

 

  1. Process all requests for attendance at conferences and absences.

 

  1. Oversee and handle any state and/or federal monitoring relative to the areas supervised.

 

  1. Oversee the implementation of New Jersey Quality Single Accountability Continuum (QSAC) or equivalent system.

 

  1. Perform all other duties as required by law, code, or Board policy.

 

  1. Perform such other tasks and assume such other responsibilities as the Superintendent or his designee may assign from time to time and not otherwise prohibited by law or regulation.

 

TERMS OF EMPLOYMENT:

 

  1. Twelve (12) months.
  2. Contract terms, salary, and benefits as established by the collective bargaining agreement.
  3. Conditions established by laws and codes of New Jersey; and policies, rules, and regulations established by the Passaic Board of Education.
  4. Tenurable.
