PGA is seeking a motivated Planner to become a key member of our growing Project Development and Environment (PD&E) team based primarily in Tampa and/or Bartow, FL supporting PGA and our clients statewide. Backed by a manager with 30 years of PD&E experience, you’ll be working on a wide variety of projects for the Florida Department of Transportation and other local agencies. What You’ll Do
- Demonstrate complete mastery of all NEPA and FDOT requirements, as outlined in the FDOT PD&E Manual
- Conduct environmental impact assessments and prepare environmental documents.
- Review project concept alternative and design plans to ensure compliance with environmental regulations.
- Provide technical expertise and guidance to project teams on environmental issues to identify fatal flaws, schedule delays, opportunities for schedule acceleration or recovery, and opportunities to avoid or minimize impacts.
- Develop and implement mitigation measures to minimize environmental impacts.
- Stay up to date with changes in environmental regulations and best practices.
- Participate in public meetings and hearings to present project plans and address environmental concerns.
- Assist with PD&E related tasks thru our GEC contracts and with any future GEC’s / contracts.
- Assist the planning group with tasks related to your expertise.
- Assist with PD&E related tasks through our on-call contracts (i.e. GEC, CSC contracts and with any future contracts.
- Assist the planning group with tasks related to your expertise.
- Assist with grant writing tasks as needed.
- Assist with the development of public involvement materials, presentations and meetings with stakeholders and the public associated with transportation projects.
- Provide quality control reviews related to PD&E, planning and other discipline tasks.
- Take part in marketing strategy meetings.
- Assist with marketing efforts and development of approaches to project pursuits for PD&E projects in regionally appropriate markets.
- Assist with the preparation of Letters of Response and other technical proposals for assigned projects.
- Prepare and/or provide input on all marketing artwork.
- Bachelor’s degree in environmental science, Biology, planning or appropriate equivalent.
- 4 years of progressive experience which includes more complex PD&E studies and a demonstrated working knowledge of NEPA requirements is preferred
- Demonstrated experience working on FDOT PD&E projects.
- Demonstrated experience coordinating with State and Federal regulatory agencies and their applicable requirements and policies.
- Capable of maintaining a responsible charge over multiple assigned tasks.
- Exceptional verbal communications skills and the ability to interact with a variety of clients.
- Exceptional attention to detail and outstanding organizational skills
- Exceptional ability to perform multiple tasks in an organized manner and concurrently and in the direction of PGA’s Leadership Team.
- Experience of managing National Environmental Policy Act Documents (NEPA) for federal clients.
- Familiarity with rules and regulations related to NEPA; Endangered Species Act; Migratory Bird Treaty Act; Clean Water Act; and state and local environmental rules and regulations and related reporting requirements (e.g., preparing Type 1 CE documentation and supporting Type 2 CE, Environmental Assessments; Biological Assessments; etc.).
- Complete tasks and projects within established supervisor’s expectations.
- Demonstrate leadership qualities in all aspects while continuing to produce at a high level.
- Proficient with MS Project, FDOT ERC, SWEPT, EST, GIS applications, at a minimum.
- Familiarity with rules and regulations and compliance requirements related to federal and state laws (I.e., NEPA, Title VI, LEP, Section 4(f), Section 106, EO 11990, ESA, Migratory Bird Treaty Act; Clean Water Act; and state and local environmental rules and regulations and related reporting requirements (e.g., Environmental Assessments; NRE Assessments; etc.).
- Complete tasks and projects within established supervisor ‘s expectations.
- Demonstrate leadership qualities in all aspects while continuing to produce at a high level.
- Proficient with MS Project; FDOT ERC, ETDM, SWEPT, EST GIS applications, at a minimum.
