EFMP is a mandatory enrollment program that works with other military and civilian agencies to provide comprehensive and coordinated community support, housing, educational, medical, and personnel services to Families with special needs. Soldiers on active duty enroll in the program when they have a Family member with special medical and/or education needs requiring specialized services. EFMP ensures that a family member’s needs are considered during the military personnel assignment process so their needs can be considered during the military personnel assignment process.

IMCOM Systems Navigators and ACS Compliance Specialists (SNACS)

Deputy Program Manager

Provide comprehensive project management support of EFMP systems navigation non- clinical case management services to Army IMCOM G9 HQ. Project management support includes, but is not limited to, coordination of training events for EFMP civilian and contractor employees, consistent communications with EFMP managers at each site where SN services are provided, analysis and reporting of SN services, and making recommendations for continuous program improvements.

Job Duties

  • Assists the PM in the execution of the Systems Navigators and ACS Compliance Specialists (SNACS) including responding to client inquiries and requests, and requests from system navigators for support or other issues.
  • Assists the PM to work to ensure work sites are fully staffed with qualified system navigators and compliance specialists.
  • Assists the PM in conducting performance reviews, quality planning and assessments.
  • Assists the PM in reviews and monitoring SNACS program effectiveness.
  • Assists the PM in providing innovative ideas and strategies to improve the quality of support provided to system navigators and compliance specialists and eligible Soldiers, Families, and Family Members.
  • Assists the PM in coordinating monthly professional development training audio conferences and webinars.
  • Assists the PM in conducting initial program training for new system navigators and compliance specialists.
  • Assists the PM in conducting visits to installations to provide additional program training, program assessments and relationship building/strengthening.
  • Assists the Pm in establishing and maintaining relationships with Army installation government civilian EFMP Program Managers and ACS Staff. 
  • Assists the PM ensuring all system navigators are Level 1 Life Coach certified through Certified Life Coach Institute.

  • Assists the PM in planning and coordinating up to two COR-RA (SN) approved training events per period of performance to provide Army centric training for up to 82 EFMP contractors and some civilian employees per event.
  • Assists the PM in providing monthly data to measure the effectiveness of Army’s Systems Navigation delivery systems against program objectives utilizing the client satisfaction surveys.
  • Assists the PM in completing all required PWS Deliverables per the contract requirements.
  • Assists the PM in tracking gaps in services, utilization of services, challenges faced by Families with special needs in accessing services.
  • Assists the PM in analyzing staff assistance visit findings to determine program effectiveness and develop recommendations.
  • Work hours are occasionally beyond the traditional 8-hour day and some weekends.

Required Skills/Qualifications

  • Knowledge of military personnel automation systems and PC and possess good analytical skills, time management, and be an independent thinker.
  • Prior military experience or experience with the military EFMP program and non- clinical case management is preferred.
  • Familiarity with Government logistic procedures is also preferred and experience in managing large-scale Government projects, and familiar with Government policies and procedures.
  • Ability to effectively communicate and interact with others, both in person and/or by telephone to conduct business.
  • Travel will be required as needed. 
  • Experience with Microsoft Suite programs
  • You must be legally authorized to work in the United States. Must be able to pass a background check.
  • Travel required.

Required Education Level

  • Possess minimum ten years’ experience in the supervision of personnel and Bachelor’s degree in one of the following degree programs (social work, psychology; marriage, family, and child counseling; counseling or behavioral science; education; community health or public health, or business management) or a Master’s Degree in of the following degree programs (social work, psychology; marriage, family, and child counseling; counseling or behavioral science; education; community health or public health, or business management) with six years’ experience in the supervision of personnel.
