Position Overview

 

Under the general direction of the Planning Division Director, implement goals and objectives of the Pawnee Nation. Candidate is responsible for planning, writing grant/proposals, executing, and evaluating projects according to predetermine timelines and budgets. The Candidate must possess the knowledge, experience and confidence to engage with Tribal Superiors, construction and/or design professionals, consultants, and clients while successfully directing others to ensure deliverable are met through coordination and completion of projects within budget and within scope.

 

 

 

Essential Functions

 

  1. Work with Planning Director and other Divisions and Departments on outlining scope, goals, deliverables, required resources, budget, and timing;
  2. Knowledgeable of Notice of Funding Announcements (NOFA) and Ability to write, implement, and close out grants;
  3. Must be knowledgeable of the Indian Community Developmental Block Grants (ICDBG's) and other infrastructure grants by planning, organizing and directing all functions required to effectively operate and maintain program activities and services;
  4. Experience with taking lead and working with other programs of drafting proposals and/or grants.
  5. Plans, organizes, coordinates and supervises delivery of program services;
  6. Plans, organizes and takes lead on the development of new infrastructure proposals and coordinates with the Planning Director;
  7. Tracks and monitors grants and contracts, in order to ensure timely completion of goals and objectives while maintaining compliance with contractual obligations and grant requirements;
  8. Administers budgets and manages funding in accordance with the Pawnee Nation's Fiscal Policies & Procedures;
  9. Responsible for the development of the implementation schedule and meeting all reporting requirements pursuant to funding agency requirements and Pawnee Nation of Oklahoma reporting directives;
  10. Responsible for Environmental Review Compliance;
  11. Attends design and progress meetings and prepares written reports on meeting activities;
  12. Processes Purchase Requisitions and Invoices for Payment ensuring that all project consultant(s), contractor, and sub-contractor vendor invoices are paid in a timely manner;
  13. Composes and processes out-going correspondence, including letters, memos, reports, etc. for all open contracts;
  14. Monitors construction project activities by making periodic site visits to construction projects with subsequent written report on construction activities;
  15. Maintains daily log of design and/or construction activities;
  16. Identifies any variances from approved plans and works with proper personnel to resolve;
  17. Serves as liaison to funding agency throughout the duration of the project;
  18. Ensures that the Pawnee Business Council, Executive Director, and Division Director are apprised of new or pending legislation;
  19. Develops and submits timely narrative and financial reports to external agencies, the Pawnee Business Council, Executive Director, Division Director, and the Office of Grants & Contracts as required;
  20. Prepares all necessary documentation for meetings, prepares required reports and follows prescribed policies and procedures of the Pawnee Nation;
  21. Prepares, reviews, and submits administrative paperwork as prescribed in Pawnee Nation policies, procedures, and fiscal practices;
  22. Maintains accurate program files, vendor files, and other necessary documents;
  23. Ensures confidentiality in all issues;
  24. Able to manage and supervise staff schedules and work duties;
  25. Conducts staff performance evaluations;
  26. Performs other duties as assigned by the Planning Director and within the scope of the position

Qualifications


Educational

Requirements

 

Minimum: Associates Degree or successful completion of at least 60 credit hours from an accredited College

 

Preferred: Bachelor's Degree in Public Administration, Planning, Business Administration or related field is preferred.

 

Substitute: Relevant work experience and/or training may be considered in lieu of minimum educational requirements. 

 

 

 

Experience Requirements

 

Minimum: (2) years of experience as a project manager and/or two (2) years of experience in construction related field and/or one(1) year in a grant/proposal writing role

 

Preferred: Prefer two (2) years of experience in management or in a construction related field or office and/or experience with grant development/administration and governmental administration

 

 

 

Knowledge, Skills, & Abilities

 

Computer:

1.    Proficiency in Microsoft applications, including Word, Excel, Outlook, PowerPoint, Publisher, Project or Visio, Internet Explorer, Etc;

2.    Data entry and accounting skills related to computers, word processing, and financial record keeping;

3.    Ability to learn Microix software program;

 

Communication

  1. Ability to establish and maintain professional relationships with architects, contractor, sub-contractors,
  2. co-workers, Pawnee Business Council members, Pawnee Nation tribal members, and outside agencies;
  3. Ability to create and present effective presentations;
  4. Must possess strong administrative and communication skills;
  5. Skilled in the use of business communications (proper spelling/grammar);
  6. Skilled in the use of business arithmetic (accounting, etc.);

 

Miscellaneous:

 

  1. Ability to pass a background screening:
  2. Must be familiar with the bid process, site development, environment and OSHA regulations related to construction;
  3. Knowledge of applicable federal, tribal, state, and local laws, HUD regulations and requirements:
  4. Knowledge of Pawnee Nation Fiscal and Human Resources policies and procedures;
  5. Must possess the ability to interact and maintain good working relationships with individuals of varying social, cultural and educational backgrounds;
  6. Must demonstrate strong organizational skills, with the ability to prioritize;
  7. Must possess the ability to meet deadlines, adapt to changing priorities, and work well under pressure;
  8. Ability to analyze situations and adopt appropriate courses of action;
  9. Ability to be persuasive and tactful in controversial situations:
  10. Must be able to maintain confidentiality;
  11. Must work independently and be self-starter;
  12. Must be available for work-related travel due to occasional site visits;
  13. Must have reliable transportation with insurance;
  14. 22. Must have Valid Oklahoma driver's license and be insurable with Pawnee Nation's Insurance Carrier.

 

 

Physical Demands

 

While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear.  The employee frequently is required to stand and walk.  The employee is occasionally required to stoop, kneel, crouch, or crawl.  The employee must occasionally lift and/or move up to 25 pounds.

 

 

 

Work Environment

 

Work is generally performed in an office setting with a moderate noise level.  Evening and/or weekend work may be required.  Occasions may arise requiring work outdoors where exposure to natural weather conditions may occur.  There is regular interaction with the public, other agencies, and employees.  Tight time constraints and multiple demands from several people, departments, and/or external organizations are common.  Travel may be required for training, meetings, conferences, presentations, and other events.
