Job Description Summary: PayPal’s Global Consumer Practices team is looking for an experienced and energetic Senior Manager to manage the team’s second line of defense responsibilities for U.S. Credit Compliance. Job Description: This role, reporting to the Director of Global Consumer Practices (GCP), will manage the Global Customer Practices team’s second line of defense oversight and advisory for U.S. regulatory compliance for credit products and services. Provide subject matter & advisory support for U.S. credit Business Units for U.S. regulatory compliance. Oversight of the company’s compliance with U.S. credit compliance regulations, including those applicable to fair lending and fair credit reporting. Author and maintain written policies and training modules for U.S. credit regulatory requirements. Oversight of the company’s U.S. fair lending compliance program, including: Managing the development and implementation of fair lending policies and procedures. Oversight of credit models and strategies for fair lending risk. Overseeing a comprehensive fair lending risk assessment. Development of an annual risk-based fair lending testing schedule. Management and oversight of end-to-end completion of annual fair lending testing schedule. Monitor complaint activity, marketing initiatives, and credit model strategy for fair lending compliance. Provide fair lending compliance guidance to business units. Consult on testing and monitoring of U.S. regulatory obligations for credit products, including targeted fair lending testing and oversight of compliance and fair lending concerns relating to machine learning-driven credit underwriting, marketing, servicing, and collection models. Monitoring new and emerging regulatory developments impacting U.S. credit compliance regulations, including identifying trends and potential impacts on U.S. credit Business Units. Serving as a subject matter expert providing guidance to Legal, Compliance, and Business Units on U.S. compliance regulations applicable to credit. Qualifications: Candidates should possess the following qualifications: 10 years of U.S. credit compliance, consumer protection, banking, or similar experience. Experience designing, implementing, and managing a comprehensive compliance program. Demonstrated subject matter expertise in U.S. consumer protection laws and regulatory expectations applicable to financial services organizations and U.S. credit products, such as Equal Credit Opportunity Act/Fair Lending, Unfair, Deceptive, or Abusive Acts or Practices Act (UDAAP), Fair Credit Reporting Act, Truth in Lending Act (Regulation Z), Service Members Civil Relief Act (SCRA), Fair Debt Collection Practices Act (FDCPA), Electronic Signatures in Global and National Commerce Act (E-SIGN), Controlling the Assault of Non-Solicited Pornography and Marketing Act of 2003 (CAN-SPAM), and Telephone Consumer Protection Act (TCPA). Experience overseeing a second line fair lending compliance program, including oversight of a fair lending testing and monitoring program. Understanding of the application of models, artificial intelligence, and machine learning in the offering and servicing of U.S. Credit Products. Strong communication and presentation skills; ability to communicate and help non-experts understand applicable requirements. Strong writing skills, with attention to detail and ability to generate original documents. Excellent investigative and analytic skills to identify trends and insights. Ability to thrive in a fast-paced, changing environment by multitasking effortlessly and managing competing priorities under demanding deadlines. Demonstrates strong and effective leadership skills and ability to operate comfortably within a complex cultural, global environment. Demonstrated ability to learn quickly, manage projects and drive results. Proven track record of driving results and building effective relationships. Operate with strong integrity with the ability to handle projects of a sensitive and confidential nature. Strong computer knowledge; excellent MS Word, Excel, and PowerPoint skills. Certified Regulatory Compliance Manager (CRCM) is preferred. Prior FinTech experience is preferred.
