Job Summary

We are seeking a retired Navy Master Diver to lead the Diving Program at Emergency Ship Salvage Materials System (ESSM) for U.S. Navy SUPSALV. Successful candidates will have experience in modifications to existing dive equipment and comprehensive knowledge of operation and maintenance of Navy DLSS equipment and have expert knowledge of the DLSS Preventative Maintenance System. The portfolio of DLSS equipment includes portable, afloat and shore-based surface supplied diving systems, recompression chamber systems, saturation systems, ANU equipment, diver handling equipment and diver tools. This is a full-time position with a long-term Navy contract that oversees the warehousing, maintenance and operation of the U.S. Navy’s salvage, pollution control and underwater ship husbandry equipment.

Major Essential Job Functions

• 10 years of experience in oversight of operation and maintenance of Navy Diving Life Support Systems (DLSS) equipment, management of Government Contract work including basic knowledge of DFARs, government property control and inventory systems. 15 years experience without an undergraduate degree.
• Manage team of 20, including 5 Direct Reports, including a Diving Coordinator, 2 Diving Configuration Managers, 2 Diving Equipment Managers.
• Apply expert knowledge in the Operation and Maintenance (O&M) of U.S. Navy DLSS equipment to encompass portable, afloat and shored based surface supplied diving systems, recompression chamber systems, saturation systems, Authorized for Navy Use (ANU) equipment, diver handling equipment and diver tools.
• Lead, manage and direct specialized operations and maintenance techniques for DLSS in accordance with Preventative Maintenance System (PMS) in accordance with the 3M NAVSEAINST 4790.8 (series), U.S. Navy Technical Manual, the U.S. Navy Dive Manual, the U.S. Navy General Specification for the Diving and Manned Hyperbaric Systems and the U.S. Navy Diving and Manned Hyperbaric Systems Safety Certification Manual.
• Project Manage the development of new diving equipment and modifications of existing diving equipment in accordance with the U.S. Navy General Specification for the Diving and Manned Hyperbaric Systems (0910-LP-119-7775) and the U.S. Navy Diving and Manned Hyperbaric Systems Safety Certification Manual (0910-LP-116-1409).
• Identifies and applies for Government funding sources for Diving equipment upgrade and modification projects.
• Expertly navigates layers of Navy command structure to facilitate ESSM Diving Program projects.

Required Qualifications

• Education: Highschool or Undergraduate degree from accredited university
• Minimum Experience: 10 years of experience in leading operation and maintenance of Navy Diving Life Support Systems (DLSS) equipment and developing new / upgrading diving equipment. (Must be 15 years without an undergraduate degree)
• Navy / Army Master Diver OR Navy / Army Chief with 1st Class Diver
• Citizenship: Eligible candidates must be able to access the work site on a federal installation and is therefore limited to U.S. citizens.
• Security Clearance: Must be able to successfully complete a background check and be eligible to obtain a Secret Clearance.
• Able to travel up to 10% of the year
