JOB DESCRIPTION
Clearance Level: Top Secret/SCI with Full Scope Polygraph
Skill Level(s): Subject Matter Expert
- The Candidate Team will perform business process management functions for the Organization’s IT program.
- The Candidate Team will deliver cloud-based system’s that meet the Organization’s accreditation level.
- The Candidate Team will integrate dependent work streams into the Organization’s IT program.
- The Candidate Team will facilitate and monitor the integration, interoperability, and synchronization of enterprise-wide systems and infrastructure solutions and services.
- The Candidate Team will prepare project information and technical analysis results in a clear and concise way that is easily understood by technical and non-technical audiences.
- The Candidate Team will analyze system and network environments for security concerns, including cloud environments.
- The Candidate Team will identify technical capabilities and capabilities gaps in the Organization’s IT program and provide recommendations to address those gaps.
- The Candidate Team will facilitate cross-Organization coordination to address the Organization IT programs’ task.
- The Candidate Team will develop and receive Organization approval of plans that represent an Agile approach for delivering IT program capabilities.
- The Candidate Team will coordinate to ensure problem resolution, task scheduling, IT requirements, and task clarification.
- The Candidate Team, with Organization oversight, will develop, update, maintain, and deliver program status, schedule, and fund reporting on the Organization’s IT program in accordance with the master schedule and other guiding Organization policies and instructions.
- The Candidate Team, with Organization oversight, will identify a process and timeline to define, estimate cost and schedule, approve, implement, and evaluate candidate prototypes and pilots.
- The Candidate Team will ensure all necessary programmatic and technical artifacts required to effectively and successfully manage the program are created, maintained and are accurate
- The Candidate Team, with Organization oversight, will analyze, track, and report cost data related to the Organizations IT program and provide future cost estimates and usage forecasts.
- The Candidate Team, working with the Organization, will develop and communicate key management directives to include issues, risks, actions, and mitigation plans.

The Candidate shall have the following required skills, certifications and demonstrated experience:
- reviewing existing Information Technology (IT) programs and assisting in making refinements, reducing operating time, and improving current techniques.
- analyzing information to determine, recommend, and plan technical specifications and layouts.
- analyzing capability requirements and security assessments.
- supporting the development and deployment of technology capabilities.
- analyzing user needs and software requirements to determine approach and feasibility of design within time and cost constraints.
- conferring with project managers, systems analysts, engineers, programmers and others to design system and to obtain information on project limitations and capabilities, performance, requirements and interfaces.
- consulting with customers about software system design and maintenance.
- preparing reports and correspondence concerning project specifications, activities and status.
- ensuring all necessary programmatic and technical artifacts required to effectively and successfully manage the program are created, maintained and are accurate.
- problem resolution to include organizing and structuring solutions to complex problems.
- supporting an IT program with multiple projects.
- consulting leadership with IT program management activities such as problem resolution, task schedules, new requirements, training needs, or task clarification.

Skills and demonstrated experiences that are highly desired but not required to perform the work include:
- delivering cloud based systems at the Organizations accreditation level.
- the Organization’s suite of tools that support data collection, management and reporting of Organization data.
- the Organization’s records system application.
- the Organization's on-cloud management application.
- Demonstrated expertise with the Organization’s cross-organizational missions, technical needs, and security architecture.
- Certifications
- Masters in Business with a focus on finance
- Masters in Public Management/National Security
- Certified Scrum Master
