Position Overview:
The Director of Operations will play a key role in guiding the smooth functioning of all PASSi programs, which currently comprise: homecare, adult daycare (Jubilee Center), senior community center (Evergreen Center), social services (PACE Center), vocational institute (PAVI) and primary care (PASSi Primary Care). With a strong eye for detail, the Director of Operations brings a fresh perspective to current programming, seeking to drive business model optimization while also looking for new growth opportunities.
The Director of Operations will also serve as the day-to-day leader of PASSi’s Homecare and PACE Departments. This role includes directly managing all aspects of homecare operations, supervising community coordinators, and serving as the agency expert on compliance and regulatory matters.
Whether in specific, operational detail with the Homecare and PACE Departments, or in broad strategic view in the case of other PASSi programs, the Director of Operations will play a critical role in helping the organization achieve its mission and strategic goals.
Position Duties and Responsibilities:
Director of Homecare Department:
- Serve as the director of the Homecare Department, PASSi’s largest revenue-generating program.
- Support and guide the functions of the department’s community coordinators, identifying key performance and compliance metrics both in aggregate and for individual language communities/coordinators.
- Train community coordinators in effective methods of growth-oriented outreach and innovative ideas geared toward expanding the scope and reach of homecare services, leading by example wherever possible.
- Catalyze homecare growth by motivating the Homecare Department to achieve designated performance targets, potentially using a performance-based incentive structure to reward the meeting of goals and superior performance.
- Directly contribute toward steady homecare growth by building upon existing homecare client populations and/or developing new communities.
Director of Pharmaceutical Assistance Contract for the Elderly (PACE) Department:
- Supervise PACE staff, providing guidance on questions related to the submission of benefits applications.
- Notify PACE and Homecare staff of potential outreach events and RSVP to appropriate events.
- Work with PACE staff to plan and implement outreach activities to increase the number of seniors applying for PACE benefits, Senior Food Box Program, SNAP, and other program benefits.
- Implement outreach activities targeting seniors with limited English proficiency living in Montgomery County to help them access public benefits and supportive services.
- Develop tools to track benefits application submission, clients enrolling in benefits, client referrals to outside services, and successful client referrals.
- Participate in regular meetings with key stakeholders, including the Department of Aging and Benefits Data Trust.
- Complete monthly financial reports (PACE and LI-IAO), quarterly narrative reports (PACE and SNAP), and quarterly invoices (PACE and SNAP).
- Prepare for annual site visits from the Montgomery County Office of Senior Services, including client file reviews prior to the visit.
Operational Innovation:
- Foster idea generation around best practices and “new practices” at both an organizational and program-level, following up with other team members to learn about the inner-workings of PASSi programs and engaging in collaborative brainstorming to promote creative thinking.
- Engage with PASSi’s existing community & corporate partners, maintaining and strengthening these relationships and seeking opportunities to find funding and/or allocate shared resources toward programs or other initiatives intended for mutual benefit.
- Establish new relationships with community-based nonprofits, corporations, foundations and other organizations, promoting area awareness of PASSi and its programs while seeking opportunities for inter-organizational collaboration on events, programs and/or other initiatives.
Position Qualifications and Key Skills:
- Bachelor’s Degree in business or a relevant field; a Master’s Degree or other advanced degree is a bonus.
- Demonstrated leadership experience in roles of increasing responsibility, with experience in strategic planning and implementation toward achieving defined business objectives.
- Attention to detail with an ability to carefully review information.
- Ability to accurately analyze large datasets and translate, interpret, and/or produce key metrics.
- Strategic thinking and planning with an intellectually curious mind.
- Digital acumen with high-level expertise in the MS Office Suite; knowledge of software coding languages is a bonus.
- Strong leadership skills with the ability to inspire team members to collaborate and achieve their full potential.
- Problem-solving skills and resourcefulness.

Pay: $78,000.00 - $90,000.00 per year
