The Talent Development Specialist is part of our incredible Human Resources team. The Talent Development Specialist will enjoy a flexible hybrid schedule (reporting as needed) to our Home Office in Harrisburg, PA. Of course, you can work in the office 5 days per week, too, if preferred. We pride ourselves on an excellent work / life balance.
The Talent Development Specialist is responsible for supporting the corporate talent development strategic plan. This position is responsible for the administration and maintenance of the learning module within the Oracle Human Resource Management system. Responsibilities include creating courses and programs within Oracle, assigning appropriate training courses, monitoring development and completion of training, administering professional designations, and providing professional support to the Director of Talent Development to include design support and implementation of training programs.
COMPETENCIES AND ESSENTIAL DUTIES OF THE TALENT DEVELOPMENT SPECIALIST

- This position is responsible for understanding all processes within the talent development area and its application within Oracle, in order to provide appropriate support to the organization.
- Participates in change management communication development and assimilation of information to all employees on learning system changes.
- Utilizes various presentation techniques to transform subject matter material into easily understood training aids and material.

- Navigates negotiation of time and priority of training initiatives with both external vendors and internal employees.
- Seeks understanding of upcoming development projects and supports through Oracle learning management. This may require recommendation for system enhancements or alternative solutions.
- Provides direction and guidance to the organization on the professional designation program. This includes monitoring employee participation in professional development and navigating through pass/fail conversations.

- Independently responsible for the administration of the corporate professional designation program. Communicates results through corporate communications and monitors expense payments.
- Meets project deadlines in support of corporate talent development initiatives.
- Provides support to the onboarding program and Oracle educational courses through the creation and evaluation of assessments and training needs.
- Maintains talent development resources within the Oracle learning system.
- Works with various departments (i.e. legal and IT security) on updating annual compliance and security training and protocols within Oracle learning system.
- Schedules/assigns learners for educational conferences/webinars as well as commercial underwriting 4 week onboarding schedule/curriculum.

QUALIFICATIONS OF THE TALENT DEVELOPMENT SPECIALIST
Education/ Credentials
- Bachelors’ degree preferred, but not required.
Experience
- Minimum of 5 years’ experience providing talent development support, preferably within a property and casualty environment.
- Experience managing talent development activities within a learning management system, with prior experience specific to Oracle learning management system is a plus.
Technical/Professional Knowledge
- Analytical skills sufficient to analyze data, draw valid conclusions, evaluate current circumstances and extrapolate to reasonable conclusion.
- Personal organization skills to handle multiple tasks with varied priorities in a changing environment.
- Advanced knowledge of Microsoft Excel.
- Ability to learn new systems and translate business needs into systemic processes.
