Candidates who meet the following open competitive qualifications may be qualified for a provisional appointment:
Possession of licensure and current registration as a registered professional nurse in New York State and three years of post-licensure clinical nursing experience. A Bachelor's Degree in Nursing may substitute for one year of post-licensure clinical nursing experience; and a Master's Degree in Nursing may substitute for two years of post-licensure clinical nursing experience.

If you are appointed provisionally, you must take the next scheduled Civil Service examination for this title and your score must be reachable on the resulting eligible list before you can be permanently appointed. If you do not pass the examination or achieve a reachable score, you may not be retained.

Please note the starting salary for this title reflects a geographic pay differential. Posted Hiring Salary of $105,272 includes the sum of the statutory hiring rate for PS&T Grade 22 ($75,340), an Increased Hiring Rate ($9,932), and Geographic Differential ($20,000). Geographic Differential added to the job rate ($95,392) for PS&T Grade 22.

Duties Description
The Registered Nurse 3 (Consultant DD) will be responsible for supporting the Director of Nursing and Health Services in the oversight and guidance provided to Statewide Services and all certified voluntary providers for individuals with Intellectual and Developmental Disabilities (I/DD). This position will assure that guidance and practices provided to voluntary agencies are in consistent with Nursing Standards established under the various accreditation entities (e.g., New York State Department of Health, Center for Medicaid Service, OSHA, Bureau of Narcotics Enforcement, New York State Education Department and CDC). This position is responsible to provide direction, support, and technical assistance to the voluntary providers throughout the state. This role provides oversight, direction and policy development to support voluntary providers' with their compliance with infection control practices of health care (e.g., Purified Protein Derivative (PPD) Tuberculosis (TB) testing, Personal Protective Equipment (PPE)) and guidance documents in the control of communicable disease and Pandemic planning. This person serves as the liaison between the Director and multiple voluntary agencies and provides direction around issues of medication administration, pharmacy and any other health directives which impact the care of I/DD individuals. The Registered Nurse 3 (Consultant DD) should have experience with interpreting policy and regulations as they apply to clinical settings and application to direct care sites. This candidate will have significant communication responsibilities and should have strong oral and written communication skills and experience with delivering trainings/presentations. The candidate should be able to digest relevant components of legislation and regulatory statutes and present issues to others internal and external to the agency. The candidate will also have responsibility for interpretation of practice and procedural guidelines and be able to guide staff to understanding and adherence to the established standards. The selected individual will have to represent agency policy to others and be able to help set expectations in the field.

Responsibilities may include but are not limited to, the following:
  • Review current regional policies and procedures related to nursing and health services.
  • Create centralized policies that can unify provider practices and provide guidance or Administrative Memos (ADM's) to voluntary provider agencies and as needed, state operate programs.
  • Interpret policy and regulatory guidance and understand the impact on standards of care on individuals served. Clearly articulate, verbally and in writing, policy/regulatory interpretations to a diverse group of stakeholders including OPWDD leadership and provider agency leadership/staff.
  • Develop and provide trainings (in-person and virtually) on OPWDD policies to providers across the state.
  • Provide technical assistance to voluntary providers (in-person and virtually) around the state to assist them with developing consistent procedures to implement OPWDD policies and guidance.
  • Support distribution and sharing of resource information among provider agencies similar to a community of practice.
  • Collaborate and provide technical assistance as neededordinate support across programs such as Article 16 clinics, IRAs, Family Care and Day Hab programs related to care of individuals and protections for individuals
  • Liaison with voluntary provider agencies to respond to concerns related to nursing and health practices within different settings
  • Review and analyze concerns presented by provider agencies and offer support, education and responses that foster positive communication and continued outreach
  • Provide education / support to voluntary provider agencies to address systemic questions or concerns about the provision of nursing and health services
  • Represent the agency and communicate consistent messaging related to expectations of practice
  • Be able to utilize Microsoft Word, Excel, PowerPoint, Sharepoint and other relevant IT programs to support the work of the bureau
  • Other duties as assigned
