Minimum Qualifications: Either 1. Two years of qualifying social work experience (indicated below) AND a bachelor's degree in either: social work, applied psychology, art therapy, audiology, clinical mental health, clinical mental health counseling, clinical psychology, communication disorders, community and human services, community mental health counseling, counseling, counseling and community psychology, counseling education, creative art therapy, education, experimental psychology, expressive art therapy, forensic mental health, forensic psychology, gerontology, health administration, health and human services, human development, human services, mental health counseling, marriage and family therapy, music therapy, nursing, occupational therapy, physical therapy, psychology, psychoanalysis, recreation therapy, rehabilitation counseling, social welfare, sociology, special education, speech communication, speech/language pathology, or vocational rehabilitation counseling,
Or 2. One year of social work experience (indicated below) AND a master's degree in in either: social work, applied psychology, art therapy, audiology, clinical mental health, clinical mental health counseling, clinical psychology, communication disorders, community and human services, community mental health counseling, counseling, counseling and community psychology, counseling education, creative art therapy, education, experimental psychology, expressive art therapy, forensic mental health, forensic psychology, gerontology, health administration, health and human services, human development, human services, mental health counseling, marriage and family therapy, music therapy, nursing, occupational therapy, physical therapy, psychology, psychoanalysis, recreation therapy, rehabilitation counseling, social welfare, sociology, special education, speech communication, speech/language pathology, or vocational rehabilitation counseling.
Qualifying experience: For the purposes of this examination, qualifying social work experience involves activities such as assessing individual and family needs, strengths and limitations; assisting in the development of treatment plans; providing counseling to promote mental, emotional, physical and social functioning; helping individuals and families access supportive services; coordinating and evaluating services, programs and support systems; and providing support, advocacy and referral as appropriate.
Examples of non-qualifying experience include but are not limited to: providing direct hands-on care to patients/consumers by assisting with bathing, dressing, mobility, eating, and other activities of daily living; transporting/accompanying patients/consumers to appointments or activities; planning, organizing and participating in recreational activities for patients/consumers, such as sports, games, creative arts, and/or clubs; and performing safety and/or security related functions for a facility.


Duties Description
PRIMARY DUTIES AND RESPONSIBILITIES:
The incumbent(s) in this position will be a member of the Region 2 Fiscal Division and support the Region 2 Family Support Services (FSS) and Supports. The incumbent(s) in this position will be required to become proficient in the use of SharePoint, Microsoft Word, Excel, and PowerPoint applications. The FSS Liaison will perform, but not be limited to, the following duties and responsibilities:
  • Oversight of supports and services provided via a network of approximately 110 agencies who are the direct providers of services managed through 52 FSS contracts which each outline multiple FSS Programs.
  • FSS Liaison is responsible in keeping accurate ongoing data for the Region,
  • Responsible for review and processing of FSS requests,
  • Daily communication with providers and families.
  • Responsible for ensuring the programs are operating effectively, following the policy outlined in the FSS Administrative memorandum, maintaining fiscal integrity and consistently provide valuable supports.
  • Management of FSS program review and meetings associated with this process,
  • Performs program evaluation and site visits, travel will be required.
  • Oversee the operation of local FSS council of families.
  • Review and process DDP1s in CHOICES to add or remove individuals to FSS funded programs.
  • Participation in statewide meetings for FSS Liaisons
  • Coordinate and complete annual program surveys.
  • Other duties may be required as assigned.
  • Maintains completion of SLMS annual trainings.

NY HELPS This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
If you are hired under the HELPS Program, you will be first be appointed as a temporary employee. In May 2024, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive. Once you are in permanent status, your official probationary period will begin and you may take any promotion exam for which you are qualified. At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
