Peptineo LLC is looking for a highly qualified subject matter expert to support our National Nuclear Security Administration (NNSA) Defense Programs customer to complete the a Life Extension Program (LEP). The maintenance, sustainment, and logistics (MSL) analyst supports planning and execution of the NNSA and DOD/NNSA inter-agency efforts in the development, production, fielding, and sustainment of weapon system. The candidate will provide project management and logistics expertise to NNSA, report on progress, challenges, and issues and serve as an advisor to the MSL Federal Lead Engineer and Federal Program Manager on MSL issues internal to NNSA and with the NNSA/DOD inter-agency activity, as well as act as program liaison with other Defense Programs (DP), NNSA, and Department of Energy (DOE) organizations that support the mission. The MSL position will assist the MSL Federal Lead Engineer in the direction, management, and coordination of day-to-day operations across the geographically dispersed M&O contractors and DOD sites, and advise on matters pertaining to planning, integrating, and executing procedures and resolving issues involving multiple supporting efforts.
This is a full-time contractor-support position ultimately located on-site at the NNSA offices in Albuquerque, NM but teleworking until regular on-site access is allowed.
Primary Responsibilities
- Prepare/process inputs for NNSA planning and accountability documents (i.e., LAPS, PCD, IPSS, ERP, PPD, RPD, and P&PD).
- Manage interfaces with DOD, Design Agencies, and Production Agencies.
- Assist Federal staff to ensure that Maintenance, Sustainment, and Logistics plans and solutions are proceeding on schedule, and that deliverables conform to customer requirements, quality control standards and negotiated metrics.
- Communicate complex and controversial concepts to the MSL Lead and stakeholders for supporting program and budget execution.
- Serve as subject matter expert advisor to the MSL Lead and staff to resolve emerging issues and problems.
- Apply broad and diversified knowledge of respective nuclear weapons systems, NNSA/NSE surveillance program, relevant Phase 6.X activities and deliverables, and program management disciplines.
- Analyze information and review system requirements for workflow, organization, and corrective measures.
- Apply process improvement practices for the nuclear weapon surveillance activities.
- Exercise judgment and plan and accomplish goals based upon program planning and mission performance.
- Participate in Integrated Product Team (IPT) meetings with M&O and quarterly reviews with DOD partners.
- Attend and participate in Project Officer Group and sub-group meetings (joint DOD/NNSA) and within guidance provided by the Lead Engineer and/or FPM.
- Work independently, creatively, and under general supervision.
Basic Qualifications
The work performed in this position is extensive in scope and requires an experienced individual with demonstrated program/project management experience, appropriate technical expertise, the ability to self-direct, to work in a highly dynamic environment, and interface with broad range of federal and military senior staff and leadership.
- Bachelor's degree in related field, engineering, or program/project management. The education requirement may be negotiated for candidates with extensive, direct experience.
- Active DOD TS or DOE Q clearance.
- As a mid-career position, 10-15 years of relevant experience in the areas of program/project systems engineering, production planning/scheduling, DOD and base spares procurement and funding process.
- Ideally, demonstrated experience/familiarity with the NNSA directive scheduling system including:
- Logistics Accountability Production Scheduling (LAPS);
- Program Control Documents (PCD);
- Integrated Production Scheduling System (IPSS);
- Enterprise Resource Planning (ERP);
- Production Planning Definition (PPD);
- Requirements Planning Document (RPD); and
- Production and Planning Document (P&PD).
- Recent work in support of NNSA/NSE weapon activities desired. DOD work experience will be considered; however, it should be associated with nuclear weapons programs.
- Program/project management in NNSA, DOD, government or corporate environments required.
- NNSA/DOD Interagency experience.
- Managing interdisciplinary teams.
- Knowledge of program and project management/scheduling tools and techniques.
- Excellent written and verbal communication skills with demonstrated experience in writing and editing briefings for senior and executive managers.
- Some travel is required; currently anticipated to be~6 trips/year to various NSE sites.
