Responsibilities
We are seeking a qualified Technical Senior Lead. This person will manage a line of technical service offerings in a prominent Federal Agency environment. Leadership responsibilities will include setting strategic direction, defining, and deploying services as products, people care, and interacting with the client at Director and CxO levels. You will plan and supervise assignments in pursuit of program objectives, including the evaluation of methods, processes and procedures leading to continuous improvement. Makes recommendations based on solid business cases that lead to strategic product/service growth and profitability. Provides the technical leadership and direction in implementing enterprise information/data management practices. Provide technical expertise on hybrid-cloud computing techniques and technologies, as well as expert advice to the program.
What you will do:
- Manages subordinate management and/or experienced professionals who exercise significant latitude and independence.
- Plans, conducts and supervises assignments, generally involving larger and more important projects or multiple projects.
- Evaluates and determines changes in methods or procedures in assigned area of responsibility.
- Determines candidates for employment/termination, conducts performance evaluations and salary reviews for assigned staff and is responsible for the application of company policies.
- Functions as a technical expert who provides management, leadership in the design, development and delivery of technology-enabled applications, products and services within a technical environment.
- Participate in and provide input into the design, re-design and development of technology products and applications.
- Contributes to and often lead the specification and design phases of the development life cycle.
- Manage the design and implementation of new development and enhancement efforts, and coordinate systems installation and software testing with other technologists.
- Responsible for the overall technical implementation of applications, and frequently interact with internal and external business contacts.
- Responsible for the technical integrity of projects while providing technical guidance to clients and department staff at the brand, program, and project levels.
- Functions as day-to-day lead on assigned projects and works with technical leadership to perform evaluations and feasibility reviews of creative concepts and technology solutions.
- Act as a point of technical escalation and resolution during the project lifecycle as it relates to technical decisions.
- Determine and provide a necessary level of technical documentation during requirements gathering, based on standards and procedures and discussions with project staff, industry experience, and technical vendors.
- Assist the technical director with scoping, identification of project deliverables, and creation of project-specific documentation such as functional specifications, technical specifications, etc.
- Proactively work with producers to ensure that appropriate staffing resources are assigned, put in place, and effectively utilized at the appropriate time.
- Work with quality assurance resources to create test plans and ensure that issues are properly assigned, fixed, and regressed.
- Communicate daily regarding project status with appropriate team members.
- Provide technical consultancy to department staff and participate in business development efforts including proposals, development plans, and presentations, as directed.
Qualifications
Required Qualifications:
- Bachelor's Degree and 12 to 15 years of experience or a Master's and 10 to 13 years of experience. At least 4 years in a management capacity. Additional years of experience maybe accepted in lieu of the degree.
- Experienced with frequent use and application of technical standards, principles and theories providing solutions to technical problems of significant scope/complexity.
- Experience with a data center operations and best practices
- Experience with diverse technical architectures, both on-premises and in public cloud environments.
- Professional communication skills both written and verbal.
- After hours on-call maybe required for unplanned events.
- Must be a U.S. Citizen.
- Must be able to maintain and obtain the required agency clearance.

Target Salary Range
