Required Qualifications:

  • A minimum of 12 years of experience and BS/BA in Engineering, Computer Science, Information Systems, Math, or related technical discipline.
  • Management of large ($10M plus) US Government software and hardware development projects
  • Have 5 years’ experience in development, integration, and testing complex software development projects. Strong problem-solving skills and ability to think strategically while also paying attention to detail.
  • Prior experience working with NOAA, particularly JPSS Ground Systems.
  • Proficiency in software development methodologies, tools, and technologies.
  • Deep understanding of cloud computing concepts, architectures, and services, with experience working with major cloud providers such as AWS, Azure, or Google Cloud Platform.
  • Experience working in an Agile development environment and methodologies, such as Scrum or Kanban.
  • Familiarity with the NASA/NOAA SE processes
  • Experience in cross functional disciplines such as software development, hardware development, IT Security.
  • Ability to obtain a Public Trust clearance.
  • United States Citizen.

 

Preferred Qualifications:

  • Deep understanding of satellite ground systems, including data processing, command and control, telemetry, and mission planning.
  • Knowledge of satellite constellation operations and orbital mechanics.
  • Experience with Systems Engineering Tools (e.g., Rational DOORS)
  • Familiar with the Atlassian tool suite, including Jira, Insight, Confluence, Risk Register, Crucible, Bitbucket, Git, etc.
  • Familiar with working within a distributed virtual team environment, with proficiency in remote collaboration tools and practices.
  • Strong interpersonal skills with a willingness to foster strong relationships with coworkers and vendors.
  • Highly organized with strong attention to detail.
  • Outstanding verbal and written communication skills with the ability to dynamically tailor communications effectively to different levels of the organization.
  • Reside near the Washington, DC area optimal but not required.

 

 

Peraton is seeking a highly skilled and experienced Software Development/Engineering Manager to lead our modernization efforts on the Low-Earth Orbit (LEO) Ground Sustainment Services (LGSS) program to add to our distinguished team to sustain and enhance the Joint Polar Satellite System (JPSS) Common Ground System (CGS).  The JPSS CGS is responsible for implementing JPSS Program command, control, and communications and data processing requirements for JPSS CGS-serviced missions.  This role involves working closely with cross-functional teams to ensure that modernization occurs to enhance the system’s capabilities, improve its maintenance and sustainment posture, improve usability, and/or reduce long term costs. The successful candidate will be responsible for overseeing the technical aspects of the CGS modernization efforts, to include system architecture design, software development, integration, testing and deployment with an emphasis on cloud-based solutions.  The JPSS is the National Oceanic and Atmospheric Administration’s (NOAA) next-generation operational Earth observation Program that acquires and distributes global environmental data from multiple polar-orbiting satellites, playing a critical role to NOAA’s mission to understand and predict changes in weather, climate, oceans, coasts, and space environments, which supports the Nation’s economy and protects life and property. 

 

Responsibilities:

  • Lead a team of engineers and technical staff in the development and implementation of modernized ground systems for the LGSS CGS with a focus on cloud technologies.
  • Provide technical guidance and mentorship to team members, fostering a culture of innovation, collaboration, and continuous improvement.
  • Execute/support system modernization efforts to enhance the system’s capabilities, improve its maintenance and sustainment posture, improve usability, and/or reduce long term costs.
  • Manage modernization efforts for the two primary systems as well as the infrastructure supporting these systems.
  • Define system architecture and design specifications for cloud-based solutions, leveraging best practices for scalability, reliability, and performance.
  • Manage the entire software development lifecycle, including requirements analysis, design, implementation, testing, and deployment.
  • Manage/support cloud-based initiatives as requested by the customer.
  • Support development/management of system architecture and design specifications, requirements supporting the integration of COTS-based systems and custom software, from the system design phase through development, documentation, installation, and commissioning of the completed system.
  • Perform group wide project management activities to include financial management, technical compliance, and scheduling creation and tracking. 
  • Monitor modernization task activity progress, identify risks and issues, and implement mitigation strategies to ensure on-time and on-budget delivery.
  • Prepare and deliver technical presentations, reports, and documentation to internal and external customers. 
  • Ensure adherence to industry best practices, standards, and protocols for software development and system integration.
  • Being familiar with incorporating Systems Engineering processes for NASA, NOAA e.g. NPR 7123
  • Have a detailed understanding of the Requirements Life-Cycle.
