Department Overview

 

The men and women of Wildfire Emergency Operations ensure the delivery of safe and reliable electric service to our customers through mitigation of wildfire risk and emergency management. Wildfire and Emergency Operations is responsible for every aspect of PG&E's wildfire mitigation, risk reduction and emergency management including planning, restoration, and emergency response.

 

Organization Overview

 

Located in Wildfire and Emergency Operations, the Emergency Preparedness and Response (EP&R) team is focused on increasing the transparency of PG&E’s emergency management activities with external stakeholders — in particular, local, and tribal government and agencies — to increase mutual trust and cooperation. The team is an enterprise focused organization working collaboratively with functional areas and utilities across the industry. The EP&R mission is to organize and execute planning and outreach work to provide external stakeholders with increased understanding and coordination, with a focus on county and tribal emergency management.

 

Position Summary

 

The Strategy Chief develops and collaborates with senior leaders, business partners and external stakeholders on strategic business opportunities for growth in PG&E’s core business, as well as new and emerging areas. Drive senior level partnerships across lines of business and key departments to develop long-term strategic plans that mitigate risk while building upon market trends and opportunities. Lead negotiations of partnership agreements and commercial transactions. Partner with various lines of business to ensure that plans and programs support strategic, financial, operational plans and goals.

 

This position in the team concentrates on three key workstreams:

 

  1. Outreach to county and tribal government and agencies to provide detailed local insight into PG&E emergency management and risk mitigation work, and to gather continuous feedback on improvement efforts.

 

  1. Evolve PG&E’s Threat and Hazard Identification and Risk Assessment (THIRA), in particular, PG&E’s support and coordination with local emergency management organizations in opportunities for integrated planning and hazard mitigation.

 

  1. Coordinate PG&E’s path to successful completion of accreditation from the Emergency Management Accreditation Program (EMAP).

 

EP&R team determines success by becoming a world class emergency management organization through, the advancement of collaborative relationships across the utility industry, public safety, and risk management communities.

 

This position is hybrid, working from your remote office and your assigned work location based on business need. The assigned work location will be within the PG&E Service Territory, with regular meetings at Oakland General Office.

 

Salary

 

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job.  The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity.  Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.​

 

A reasonable salary range is:

(Bay Area)

Minimum Base Salary:       $174,000

Maximum Base Salary:      $296,000

 

(California)

Minimum Base Salary:       $165,000

Maximum Base Salary:      $281,000

 

 

Reporting Relationship

 

This position will report to the Vice President, Emergency Preparedness and Response.

 

 

Job Responsibilities

 

  • Understands the interdependencies between risks and helps identifies mutually beneficial mitigation strategies.
  • Builds and maintains strong relationships with functional areas and external agencies.
  • Works with all levels of management and senior leadership across functions to influence decisions.
  • Handles at least one of the most complex agreements or contracts.
  • Manages the most complex and highest value business development activities within the department.
  • Develops and implements effective business strategies in support of the company and department.
  • Negotiates and settles issues strategically.
  • Seeks new and/or sustains current affiliations with governmental, political, community, and emergency services officials and organizations.

 

In addition to the general responsibilities of a Strategy Chief in EP&R, the role will serve as a deputy leader for the team, helping to drive activity across the team and representing the company in external outreach meeting. Key areas of focus for the EP&R team include the following:

 

Reporting and Analysis-

These activities include developing and tracking metrics and data around After-Action corrective actions to assess progress and measure success; developing and maintaining prioritization models; and general analytical support of outreach and community support initiatives, including the technical content being presented to external stakeholders.

 

  • Track comprehensive range of specific actions at local level.
  • Keep core team informed of progress and results and suggest course corrections as needed.

 

Compliance-

These activities include developing and maintaining a comprehensive list of CPUC, CalOES, OEIS and CalFire compliance requirements for outreach activities and in-event coordination; monitoring and tracking progress and adherence to both external and internal requirements; helping team integrate compliance into their work; and problem solving and leading initiatives to address internal barriers to information sharing, including customer privacy and electric grid data.

 

  • Track regulatory outreach requirements and commitments.
  • Ensure compliance is integrated into broader outreach planning and strategies. Communicate requirements, commitments, and deadlines to workstream leads. Regular follow-up to ensure compliance deadlines are met.

 

Scheduling and Coordination-

These activities include organizing outreach events; coordination of internal participation; building schedules; developing webinars, seminars, and training; and securing venues, other logistics and technical support.

  • Coordinate scheduling of all county/tribal outreach meetings and follow-up discussions. Identify subject matter experts (SMEs) and confirm attendance.
  • Facilitate meeting and prep materials.
  • Facilitate training of SMEs and organizational leadership in conjunction with internal stakeholders.
  • Facilitate meeting logistics.

 

Change Management-

These activities include assisting the organization with developing work plans that are responsive to locally identified needs and concerns; developing processes and prioritization models to include local projects in annual work plans for hazard mitigation work; integrating disparate initiatives into projects that meet complex local needs for resiliency; and representing the feedback from local outreach in internal planning to help the organization begin to change its focus.

  • Establish core mission statement and corresponding change initiatives focused on orienting organization around local delivery.
  • Work with workstream leads to develop and execute change initiatives across all levels of the organization.

Background Qualifications

 

Minimum

  • Bachelor’s degree or equivalent experience.
  • Job related experience, 10 years.

 

Desired

  • Master’s Degree or equivalent experience. Experience in emergency management, or risk and hazard mitigation.
  • Experience with the Preparedness Cycle, emergency plan development.
  • Experience in strategic planning, job-related 8 years. Experience engaging with external stakeholders.
