SUMMARY AND SCOPE:

Under the general supervision of the Social Services Director the ICWA Director manages the day-to-day operations of the ICWA Department. The Director administers a comprehensive social service delivery system through delegation of responsibility to the ICWA Family Services Coordinator and Health Educator. Work involves advising and directing the activities of the ICWA Department. The Director plans, administers, implements and monitors operations in accordance with the Ordinances, regulations, policies and procedures of PRCI as well as with the ICWA Law. The Director assumes administrative responsibility and oversight for the long-term and short-term planning, development, and management of the ICWA Department activities.

 

PRIMARY RESPONSIBILITIES:

• Mentors the ICWA staff so they attain the technical and social service skills along with the experience necessary to perform independently.
• Supervises the ICWA staff. Prioritizes and coordinates staff workflow, activities and provides training and assistance as needed.
• Prepares and approves employee performance evaluations for department staff.
• Inspires, motivates, manages and provides leadership for ICWA staff in the implementation of goals and objectives for the ICWA Department.
• Contributes to the management team effort by coordinating with departments to effectively and efficiently carry out the mission, goals, and objectives of the Tribe.
• Provides advice, direction and authorization to carry out major plans and procedures consistent with established PRCI policies and guidance.
• Prepares and presents recommendations to the Social Services Director.
• Establishes and implements policies and procedures for the ICWA Department. Ensures consistent policy implementation and compliance to ensure resolution of issues is completed fairly and timely.
• Establishes and maintains relationships with various departments, the community and other external organizations to meet the needs of the community.
• Ensures staff comply with ICWA while providing assistance and information regarding ICWA compliance.
• Provides assistance to individuals and or agencies in the investigation and reporting of cases involving Native children.
• Prepare case records, summaries, special and routine reports and other records as required for case management.
• Maintains active agency participation in intervention and service programs in cooperation with other agencies as required.
• Assists with maintaining and updating a tribal resource manual for ICWA contact information and updates quarterly.
• Assists with, updates, and presents ICWA information to personnel, attorneys, judges and any other interested parties.
• Participates in statewide committees, workgroups or task teams.
• Collaborates with individuals statewide to identify strategies to better assist tribal families.
• Establishes and maintains effective working relationships with schools, agencies, and other offices as it relates to the Indian Child Welfare Act.
• Serves as contact person and as a resource in regard to the emergency removal and placement of Native children.
• Experience working with individuals who are homeless or at risk of being homeless (e.g., individuals, families, children, Veterans, etc.) who have complex health and/or behavioral health conditions.
• Strong client customer service skills, including working from a trauma-informed perspective with clients.
• Demonstrated commitment to serving low-income people and/or people experiencing homelessness.
• Assists with securing/facilitating Family Team Meetings.
• Prepares monthly, quarterly, and annual reports, as required.
• Maintains and assures a high degree of Confidentiality within the department.
• Oversees case staffing and case management.
• Ensures case management files are professionally recorded, filed and maintained.
• Establishes, administers and implements annual budgets as approved by the Tribal Council.
• Exercises fiscal responsibilities by implementing financial controls and cost-effective solutions within the Department in coordination with the Social Services Director, Tribal Administrator and the Finance Department.
• Performs other ICWA Department related job duties as assigned by the Social Services Director and or Tribal Administrator

 

MINIMUM QUALIFICATIONS:

• Must have a Bachelor’s Degree in Social Work or Psychology, or a closely related field OR 5 years working in a Social Service Organization providing case management supervision.
• Two years of experience in the human services, social work, medical, or related field.
• Ability to gather complete information from clients in a telephone interview or in person interview.
• Ability to respond to clients in a calm, empathetic and professional manner while courteously directing the conversation to pertinent issues.
• Familiarity with effective practices including harm reduction, trauma-informed care, and housing first principles.
• Familiarity in working with participants with a mental health illness or other serious health issues or disabilities and the healthcare delivery systems.
• Must have a valid Driver's license and DMV printout.
• Must successfully complete a background investigation and pre-employment drug/alcohol screen.

In accordance with applicable Tribal Law, and Title VII of the 1964 Civil Rights Act, the PRCI Administration shall give preference in hiring, promotion, transfer, and lay-off to enrolled members of the Picayune Rancheria of Chukchansi Indians. To qualify for this preference, applicants must submit verification of enrollment in the Tribe. Preference means that Tribal Members who meet the minimum qualifications set forth in the job announcement and position description shall be hired before better qualified non-Tribal Members.
