JOB PURPOSE:
The Exec Director of Regulatory Affairs is primarily responsible for working with the Piedmont Leadership Team (PLT) and the Vice President of Government and External Affairs to develop and execute advocacy strategy for Piedmont Healthcare (PHC) as it relates to local, state and federal regulators. Areas of primary responsibility include strategic and programmatic support in designing and implementing PHCs regulatory relief efforts, oversight of regulatory projects and other relevant activities. This position requires a strong understanding of regulatory barriers to delivery of patient-centered care at every hospital and location throughout the system and a commitment to improving the regulatory environment for PHC hospitals, physicians, and patients.
KEY RESPONSIBILITIES:
1. Serve as the primary liaison between PHC and local, state and federal regulatory authorities such as the Georgia Department of Community Health (DCH), the Georgia Department of Public Health (DPH), the Georgia Department of Insurance (DOI) and the United States Department of Health and Human Services (HHS).
a. Helps identify and engage prospective partners to explore opportunities to forge alliances
b. Supports the work of the Vice President of Government Reimbursement and the Vice President of Government and External Affairs
c. Performs other relevant activities.
2. Serve as the primary representative and negotiator on behalf of PHC on major regulatory changes such as the provider fee reauthorization, 1115 Medicaid waivers, etc.
3. Provide strategic project support to PLT and the Office of the Executive Vice President team on regulatory relief efforts as well as efforts to create a more fair and equitable relationship with healthcare payers.
4. Work with integration teams to keenly understand nuanced regulatory issues at each hospital and prioritize those within system-wide regulatory relief goals

Strong knowledge and understanding of the healthcare regulatory system
Skill and ability to communicate effectively both verbally and in writing

Skill and ability in Microsoft Office applications

MINIMUM EDUCATION REQUIRED:
Bachelors degree in health policy, business, management or a related field required.
MINIMUM EXPERIENCE REQUIRED:
Eight (8) years demonstrated experience working closely with local, state or federal regulatory authorities.
ADDITIONAL QUALIFICATIONS:
Masters or Doctoral degree is preferred.
