Pima County Development Services Department is recruiting a Public Works Construction Inspector II to support the Site Group Division within the department. This position will be responsible for overseeing all site-related construction activities, leading and participating in reviewing approved public works construction plans, and conducting on-site inspections of construction projects to ensure that work is done in compliance with specifications. This is distinguished from the Public Works Construction Inspector I, due to its responsibility of leading and training staff and inspecting major complex construction activities. The ideal candidate should have a strong construction site background, with the ability to read blueprints and apply construction standards. Excellent written and verbal communication skills are a must. (Work assignments may vary depending on the department's needs and will be communicated to the applicant or incumbent by the supervisor.)
Leads, assigns work, trains staff and interprets approved major complex construction plans, specifications and special provisions as a basis for conducting all construction inspection activity;
Inspects major construction of concrete structures such as bridges, overpasses and box culverts for placement of concrete, false-work and forms, steel reinforcement, rebar and caissons for general compliance with county specifications;
Inspects earthwork operations including clearing of construction site, roadway, drainage and structural excavations, backfill operations and embankment fills or trenches, bedding, shading, backfill and other elements of construction for compliance with county specifications and standards;
Performs sub-grade and aggregate base course inspection for materials stability, width of roadway and gradation;
Inspects asphaltic concrete paving and chip seal operations or piping, aggregate base course, concrete, paving and other construction materials for compliance with county specifications and approved plans;
Oversees and participates in the coordination with contractors, architects and various departmental sections in order to meet requirements and provisions set forth in the construction plans;
Ensures traffic control and work-site safety measures are taken;
Oversees daily site checks to review and monitor construction progress;
Conducts informal pre-construction meeting with site foreman to review requirements and provisions set forth in the construction plans;
Resolves issues with site foreman over identified noncompliance;
Serves as departmental liaison with the project contractor, other agencies and the private sector and accompanies visiting inspectors representing public or other agencies having jurisdiction over the project and reports the outcome of such inspections to management;
Works with utility companies to establish desirable locations for utilities given construction constraints and inspects installation of utility and drainage pipes;
Maintains daily records, written reports and pictorial documentation of contractor's work performed, validates monthly pay estimates and compiles post-construction documentation.
In a Wastewater Setting:
Monitors sample collection of wastewater and compiles test results and certifications;
Participates in pressure, mandrel, and mirror testing for final inspection;
Oversees, coordinates and participates in vacuum, pressure, mandrel and mirror testing for wastewater final inspection;
Ensures flow management systems are set up in accordance with approved flow management plan for the specific project;
Oversees, coordinates, monitors and documents details of all testing and start-up procedures, compiles results and certifications;
Executes confined-space/hot entry procedures and uses safety equipment;
Documents all actions and activities for sanitary sewer overflow (SSO) events.
KNOWLEDGE & SKILLS:
Knowledge of:
- departmental, local and state construction specifications, standards, codes and industry standards, procedures, methods, materials and techniques;
- techniques for leading, training and assigning work to staff;
- techniques for reviewing engineering plans for major construction activity;
- properties and uses of materials used in general, highway, and sewer construction;
- County permitting and development processes;
- use and application of computer-based resources;
- procedures and techniques involved in construction materials testing, and acceptance;
- application of appropriate levels of mathematics;
- inspection procedures for all aspects of the construction process;
- techniques for documenting accurate and effective communication.
- reading and interpreting construction specifications of major projects, blueprints, plans and applying county standards and special provisions;
- leading, training and assigning work to staff;
- detecting work or construction in noncompliance with construction specifications;
- resolving issues on non-compliant work with contractors and other agencies;
- communicating effectively and establishing and maintaining effective working relationships;
- performing mathematical computations;
- monitoring and ensuring all construction is done in compliance with codes, specifications and special provisions;
- coordinating activity with all divisions, departments and outside agencies involved in the construction process;
- implementing traffic control and other safety procedures at work-sites to assure safety of employees, contractors and the public;
- County contracting rules, policies and procedures;
- taking accurate field engineering notes for comprehensive documentation.
(Additional relevant experience and/or education from an accredited college or technical school may be substituted.)
OR:
(2) Two years of experience with Pima County as a Public Works Construction Inspector or Sewer Systems Project Inspector.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):
- Minimum three (3) years experience in construction inspection, construction of private development projects, or off-site improvements within the Public Right-of-Way.
- Experience with standard details and specifications, Subdivision and Development Street Standards, MUTCD, ADOT, or AASHTO standards.
- Experience in reading and interpreting construction plans.
- Experience in field surveys, roadway construction, material testing, or traffic control plans.
- Experience in web-based programs such as Accela, Maximo, Adobe, or Microsoft Office.
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum/desired qualifications. Licenses and Certificates: A valid driver's license is required at the time of application. Valid AZ driver's license is required at the time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine the applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.Special Notice Items: All positions may carry the risk of exposure to infectious diseases and asbestos found in construction, wastewater and sewage products, therefore special medical screening prior to and during employment may be necessary to assure employee health and safety. Some positions require working at, near or in busy automotive and construction equipment traffic patterns. Any required safety training and equipment will be provided. Employees in this classification may encounter potentially harmful wildlife (reptiles, such as snakes, lizards, etc.), insects, and plants. The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the County.
Physical/Sensory Requirements: Some employees within this classification may be required to routinely lift equipment or other items (such as utility access covers) weighing up to 100 pounds. Employees must be able to: operate assigned vehicles in all weather conditions and on differing road surfaces, work in and traverse rough terrain on foot, recognize industry-standard colors used for marking underground utility services/electrical wiring/equipment, and properly maintain and wear required protective clothing and equipment. Any additional physical and sensory will be determined by position. A post-offer physical will be required for this position.
