JOB SUMMARY

Monitors, analyzes, and manages assignments related to proposed changes to Local, State and Federal legislation, resolutions, and ordinances affecting the County; assists with the development of the County's Legislative and Policy Program; works in conjunction with professional County, State, Federal, and Municipal staff and community groups on various issues as directed by the elected district Supervisor; and assists in the coordination, development, and implementation of legislative and intergovernmental activities impacting County government. This position is not covered under the Pinal County Merit System. Incumbents in this position serve at the pleasure of their respective Appointing Authority. The employment relationship of incumbents in this position is "at will"; the employee may be terminated at any time, for any reason, with or without cause.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

  • Reviews and monitors pending legislation and administrative regulations affecting the County.
  • Prepares and communicates the County's position on legislative matters as directed by district Supervisor.
  • Assists with plans, organization, management, and direction of County sponsored legislation through the legislative process as directed by district Supervisor.
  • Solicits and analyzes input from County departments on the impact of proposed legislation.
  • Perform executive support functions, requiring understanding of County government operations, open meeting laws, and County services.
  • Manage executive support services and be sensitive to confidential issues, answer questions where judgment and knowledge of County policies and regulations are necessary, and assure that County Supervisor’s action items are properly managed and resolved.
  • Perform accounting functions, track payments and purchases, and process invoices, purchase statements, and financial vouchers.
  • Develops and maintains relationships with legislative lobbyists, governmental aides, and regulatory agencies at the federal, state, and local levels.
  • Consults with and advises County appointing authorities on matters of policy, programs, and planning.
  • Research and prepare recommendations concerning policies, ordinances, and regulations for adoption.
  • Analyzes administrative, organizational, and legislative issues.
  • Attends various administrative and public meetings as a representative of district Supervisor.
  • Develops policy, procedures, plans, or strategies and recommends these to district Supervisor or third parties as directed by district Supervisor.
  • Coordinates specialized and sensitive policy-related information that address County-wide issues.

  • Maintain absolute confidentiality of work-related issues, customer records and restricted County information.
  • Perform other related duties as required and assigned by the elected district Supervisor.


POSITION SPECIFIC DUTIES:

Incumbent may:

  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
  • Respond to and request information, resolve complaints, provide support by researching questions, topics or citizen inquires and provide timely, accurate feedback to relevant parties and departments.
  • Track issues from conception to finalization and inform Supervisor of findings, oversee the satisfactory response and resolution of citizen issues in an expeditious manner, ensuring that the Supervisor and appropriate departments receive communication regarding status and resolution.
  • Prepare, edit, and review correspondence from Supervisor to citizens, organizations, or community groups, brief and advise Supervisor on matters of concern, and prepare position statements for consideration.
  • Prepare reports, memos, or verbal updates on matters of significance with the approval of the Supervisor to ensure County Manager and Department Heads are informed of current status of significant issues or events.
  • Maintain regular contact with the Board of Supervisor member and other elected officials to keep them apprised of situations and issues.
  • Create, analyze, and monitor District’s annual budget, which involves critical review and when necessary recommend budget adjustments and is also responsible for subsequent supplemental and narratives for future year budget submission.
  • Coordinate and supervise selected functions and activities within the office of the specified Board of Supervisor member, may be called upon to train, work with, and evaluate potential temporary employees with the recent approval of the Intern Project.
  • Determine feasibility of initiating new programs and expanding existing ones. Attend various meetings with and/or on behalf of Supervisor, summarize the highlights of the meetings, provide feedback, and follow up on items discussed, which includes scheduling and sometimes facilitating meetings, updating plans as needed, producing and distributing status reports, as well as research/collecting information for upcoming BOS meetings or work sessions. Represent the District on behalf of the Supervisor at any of these venues in the event of Supervisor’s absence.
  • Front line contact to all incoming issues and inquiries regarding respective District.
  • Prepare reports, answer inquiries regarding interpretation of policies and procedures, prioritize matters requiring Supervisor’s attention, maintain Supervisor’s calendar and schedule of activities, meetings and various events, schedule with constituents, elected officials, county departments, and potential county businesses.
  • Handle phone calls, visitors, and mail determining urgency of request and directing to appropriate contact

Minimum Requirements

MINIMUM REQUIREMENTS TO PERFORM WORK:

  • Associate’s Degree in Public Policy, Public Administration, Political Science, Government or related field.
  • Two (2) years of public sector policy development, intergovernmental coordination, legislative affairs.
  • Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
  • Bachelor's degree in Public Policy, Public Administration, Political Science, or related field.
  • Three (3) years of public sector policy development, intergovernmental coordination, legislative affairs.

  • Prepare executive-level correspondence and reports.
  • Prepare and give public presentations on County-wide activities, functions, and issues.

PHYSICAL DEMANDS:
The work requires Independent body mobility to stand, walk, bend, and sit for prolonged periods of time and/or drive a vehicle. Manual dexterity to reach, and grasp; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read; hear and speak to communicate with customers in person and over the phone.

WORK ENVIRONMENT:
Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands. This position does require occasional outdoor work.
