JOB SUMMARY
Train and supervise a portion of the Planning and Development team.

TYPICAL CLASSIFICATION ESSENTIAL DUTIES:

Understand, create, and manage resolutions and ordinances.

Participate and collaborate on regional and state planning efforts.

Develop, manage, and implement Comprehensive Plan goals and policies.
-
Coordinate and collaborate with various communities regarding Planning, Zoning, and Board of Adjustments.
-
Supervise, train, mentor, and evaluate other members of Planning Section, including the Planning Technicians.
-
Supervises planners and subordinate staff by interviewing and selecting staff, assigning and directing work, providing training, establishing goals, evaluating performance, counseling and disciplining employees as needed.

Ensures project deliverables meet Department standards.
-
Provides clear and accurate technical guidance to other departments, the regulated community, consultants, attorneys, other regulatory agencies, and the public.

Assists leadership in long-range planning projects/assignments.
-
Meets with various levels of staff, including leadership, engineers, contractors, and the public, to communicate planning requirements.

Assists leadership in developing departmental goals, providing input regarding departmental, policies, and recommending and implementing process improvement efforts.
-
Represents the department at various meetings with other government agencies and the public.
-
Establishes individual project scopes and schedules.
-
Monitors progress and evaluates project and staff performance.
-
Oversees major and extremely complex projects.

Provides professional guidance and recommendations to committees and upper management.

Maintain absolute confidentiality of work related issues, customer records, and restricted County information.

Performs other duties as assigned.

POSITION SPECIFIC DUTIES:
Minimum Requirements
MINIMUM REQUIREMENTS TO PERFORM WORK:

Bachelor’s degree in Planning, Engineering, or related field.
-
Five (5) years of professional experience.
-
Valid Arizona State Driver’s License.
-
Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements.
Preferred Qualifications:
-
American Institute of Certified Planners, (AICP).

Knowledge of principles, practices, and procedures of planning.

Skill in interpreting and applying state laws and County policies and procedures governing land use development.

Ability to use initiative and independent judgment within established procedural guidelines.

Ability to assess County needs and develop and promote effective solutions.

Ability to assess and prioritize multiple tasks, projects, and demands and plan and coordinate the work of others.
PHYSICAL DEMANDS:
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, perform repetitive motion, speak, hear, stand, walk, operate motor vehicles and/or heavy equipment, and demonstrate visual and mental acuity.

Work is performed in a safe and secure work environment that may periodically have unpredicted requirements or demands.
